경찰 및 정부 관리를 암살하고, 동시에 폭동과 혼란을 일으켜서 제주도에 인민공화국을 수립하려는 음모가 게릴라의 작전 개시 30분전인 11월 1일 새벽 4시 밝혀졌다. 이 음모에 연루된 사람 75명이 체포되었으며, 그 중에는 경찰도 몇 명 포함되어 있었다. (방첩대 긴급보고, A-2)

Raider Activities on CHEJU-Do
On 27 October raiders attacked the .EAOL NI (931-1140) police box. Two policemen were killed and 4 were wounded. (CIC P/R #256. A-2) On the same day unknown persons threw a hand grenade at the tax office in CHEJU City. No damage or injuries resulted. (CIC P/R #256. A-1)
On 28 October constabularymen engaged approximately 40 raiders in a firefight at DODO NI (946-1150). Two raiders were killed. (CIC P/R #256. A-2)
On the night of 28 October raiders assassinated the father of a policeman in SUO HONG NI (928-1124). On the same night 3 relatives of a police sergeant at SIN HUNC NI (964-1156) were assassinated by raiders. (CIC P/R #256. C-3)
on 29 october Constabulary action against raiders in the vicinity of KoSuNG NI, AuDoL Myun (930-1140) resulted in many casualties to raiders, including approximately 135 raiders killed. (CIC Flash Report. B-2)
.. plot to assassinate staff members of the police and government officials and to begin riots and disorders in an attempt to establish a People's Republic of CHEJU Do was discovered at 010400 November, 30 minutes prior to the time guerrilla forces were to begin their activities.
