이승만 대통령 각하,
지난번에 전라도와 제주도의 사면 프로그램의 결과에 대해서 통보하라고 요청하셨습니다. 1월 1일부터 17일까지 호남에서는 남로당 5,765명, 반란자 52명, 게릴라 1,664명이 사면 프로그램에 들어갔고, 제주도에서는 민간인 2,200명이 제2연대에 항복하였습니다. 보고에 따르면 매일 300～500명이 이 프로그램에 들어가고 있다고 합니다.

Sir,
The other day you asked me to inform you of the results we have of the amnesty program in the ChollaDos and in Cheju Do.
I have the honor to inform you that in Honam during the period 1-17 January, 5765 SKLP, 52 Rebels and 1664 Guerrillas have turned in. In Cheju Do 2200 Civilians have surrendered to the 2nd Regiment. Reports indicate 300-500 are turning in daily.
