With ref to riots scheduled for 7 Nov, the Minister of Internal Affairs issued orders to all police chiefs about 3 Nov to the effect that they were to arrest all Leftists and all Moderates who opposed the present govt. (E-2). This action should minimize or prevent violence over weekend; no estimate is offered as to political repercussions in future. In spite of efforts of Americans and presumably high Korean officials, indications of continued ill-feeling of police toward Constabulary are seen in numerous reports we are receiving from police that various Constabulary gps are planning uprisings. It is hoped that eventually police can be persuaded that nbr of Communists in constabulary is relatively small. Word has been received that Hankook Democratic Party will not await UN action before demanding (through its representatives in National Assembly) that cabinet be overhauled. According to this report, which is evaluated as G-3, the Hankooks will demand dismissal of Prime Minister, Minister of Internal Affairs, Minister of Transp and Minister of Commerce.
