전라남도 지역 주민들의 사상에 영향을 미치고, 주민들이 자유롭게 사고할 수 있도록 전라남도 지역에 반란이 일어난 이후 유지되어왔던 계엄령을 다음과 같은 조건으로 해제하는 것이 필요합니다.
1. 공산주의자 소탕 캠페인에는 변화가 없을 것이며, 육군과 경찰의 협조 역시 계속될 것입니다.
2. 위 내용을 담고 있는 대통령령이 1949년 2월 5일 자로 공표되고 시행될 것입니다.

I hereby send an English copy of a recommendation to Mr. Prime Minister and Mr. President RHEE for your information. The recommendation pertaining to releasing the Marshall Law in Cholla Namdo will be made by name of the Minister of National Defense as of 31 January 1949.
TRANSLATION OF THE RECOMMENDATION:
TO: Mr. President
Republic of Korea
In order to affect thought of people in Cholla Namdo and to make people think free, it is requested to release the Marshall Law which is being used since the rebellion broke out in Cholla Namdo on the following conditions;
I. There will be no change in campaign in cleaning-up Communists and the cooperation between the Army and the National Police will continuously be maintained.
2. The Presidential Ordinance pertaining to the above subject will be issued as of 5 February 1949 and be put in effect as the ordinance beissued.
