제주도 작전

한국 국방부 총참모장 한국군 총참모장 한국군 미고문관 귀하의 관심을 끌고 있는 제주도에서의 우리들의 작전에 있어서 한 가지 중요한 사항이 있는데 그것은 귀하의 국민 사고에 있어서 주목할 만한 변화가 있다는 것이다. 이러한 사고의 변화는 적절한 방향으로 자리 잡고 있다.
귀하께서 알고 있듯이, 제주도의 주민들은 독립적인 생각을 하고 있으며 남로당에 의하여 잘 조직되어 있다. 그들은 과거에 군인과 경찰력에 대하여 적대적이었다. 현재 일반적으로 우호적이다. 제주도민은 자유롭게 정보를 제공함으로써 군경을 돕고 있으며, 최근에는 게릴라를 제거하는 데 협력하고 있다.
내가 받은 보고서를 다음과 같이 인용한다.
"송요찬 중령이 지휘하는 제9연대는 제주도 주민으로부터 전폭적인 협조와 정보를 받고 있다. 제주도에서 행해진 최근 작전은 창으로 무장한 섬 주민이 참가한 것이었는데 이들은 소규모의 한국군 장교와 사병들의 지휘를 받았다. 한 경우에 3,000명의 섬 주민이 한라산 기슭에 있는 무장게릴라에 대항하여 동원되었다. 이들은 소규모의 한국군 요원들의 지휘를 받았는데 적에게 100여 명의 사상자를 입혔으며 약간의 총기와 식량을 노획하였다. 12월 11일 오후 6시에 제9연대의 일개 중대는 도평리(958-1152, 좌표상 도련리 추정) 근처에서 약 1,000명의 마을 주민을 지휘하였다. 105명의 게릴라가 사살되었고, 무기와 장비를 노획하였다. 위에서 말한 것은 제주도에서 이루어진 합동작전 중 2개의 예만을 사례로 든"
것이다. 한국군은 적으로부터 노획한 옷과 식량을 게릴라들에 의하여 피해를 본 근처의 주민들에게 나누어주었다. 송요찬 중령은 섬 주민들의 애초의 적대적인 태도를 우호적, 협조적인 태도로 바꾸는 데 대단한 지휘력을 발휘하였다."
늠름하고 능력이 있는 장교들이 이끄는 평화를 사랑하는 섬 주민들의 행동과 결과로 본인은 이러한 사실이 신문과 방송, 그리고 대통령의 성명에 의하여 일반 에 대대적으로 선전해야 하며 주민들에게 재조직된 국군과 경찰을 신뢰할 것과 절대로 게릴라에게 음식이나 은신처를 제공하지 말 것을 당부해야 한다고 생각하는 바이다.
주민들에게 그들 가운데 적이 있으면 즉시 신고할 것과 가능할 때는 언제나 게릴라들에게 저항할 것을 고지하여야 한다.

OPERATIONS ON CHEJU DO

An important occurrence has been noted in our operations in Chaju do which should be brought to your attention, as it points to a distinct swing in the thinking of your people. This swing in thinking is in the proper direction, too.
As you know, the inhabitants of Chaju do have been independent thinkers and they have been well-organized by NKLF. They formerly were hostile to the
Constabulary and Police troops. Now, in general, they are friendly. They are assisting the Police and Constabulary by furnishing information freely, and lately, they are assisting the Army and Police in removing the Rebels.
I quote a report just received:
"The 9th Regiment led by Lt Col Song You Chan has obtained complete information and cooperation from the citizens of chaju do. Recent operations conducted on the island have been participated in by spear-armed islanders led by small groups of Korean Army Officers and men. On one occasion, 3,000 men from the island moved against armed raiders on the slopes of Halla San. These men were led by small groups of Korean Army personnel and inflicted over one hundred casualties on the enemy; some firearms and stores of food were captured. 111800 December, one company of 9th Regiment led 1000 villagers in the vicinity of Topyong-ni (955-1153). 105 Raiders were killed, their weapons and equipment captured. These are only two of many reported instances of cooperation on Chaju do. It is interesting to note that the Korean Army distributes captured enemy clothing and food to needy villagers whose homes have been destroyed by raiders. Lt Col Song You Chan is to be highly commended on his accomplishment of changing the islanders' initial attitude of belligerency to one of wholehearted trust and cooperation."
As a result of this action by peace-loving people when led and directed by capable and trustworthy Officers, I recommend that this be given great publicity by press, radio and by Presidential proclamation, that the people be told to trust the reorganized Army and Police and to look to them as their protectors and, in no case, to give food or shelter to rebels or raiders.
