임시군사고문단 주간 활동 수신: 주한미육군사령부 사령관 발신: 임시군사고문단장 1948년 12월 6일 1. 제주도 주둔 제9연대를 본토로 이동시키고 제2연대로 교체 투입할 계획이다. 12월 15일에 실행할 것이다. 2. 국방부 장관이 12월 2일 국방부와 한국 육군의 모든 참모와 회의를 가졌다. 주요 주제: a. 모든 파벌을 폐지 (일본, 중국, 기타) b. 좌익들을 알아내는 방법 c. 새로운 기관과 새 보안법을 설명 12. 제주도 폭도들은 연대장 송요찬 중령의 적극 공세로 서서히 진압되고 있다. 주민들은 경찰과 함께 자신의 가정을 방어하도록 지시를 받았다. 만일 주민들이 방어한다면, 육군이 도울 것이다. 주민들이 정보를 제공하고 있다. 가옥 대부분이 무장대에 의해 불에 탔다. 무장대의 몇몇 가옥은 군에 의해 불탔다. 만일 미군이 철수한다면, 고문관들은 통근해야 한다. 최소한 소대의 절반은 그곳에 남아 있을 것을 제안한다. 풀러(H. Secret WEEKLY ACTIVITIES OF PMAG 319. CG, USAFIK Chief, PMAG 6 December 1948 WLR:ee 1. Plan to remove 9th Regt now on Cheju do to mainland, replacing with 2nd Regt. To start o/a 15 Dec. 2. Minister of Defense on 2 Dec held conference with all staff of DMD and KA. Main topics: a. Abolish all cliques (Jap, Chinese, etc) b. Ways to detect leftists. c. Explaining new organization and new Security Act. 3. 60 Sig Officers become available for units 31 Dec. New 3-position switchboard approved for "Security." 4. SIS school started 4 Dec, 180 students. MP Officers' School starts 6 Dec, 10 days. 5. Engrs working on roads and rifle ranges. 6. Ord School starts 3 Jan. 7. Hq Coast Guard moving to 377th Hospital Bldg. 8. Studying advisability of increasing Companies by 50 men, but no increase in arms. 9. AFIK 101 Account audited and closed. 10. Recruiting to date, 1194 known recruits. One Regt has 3000 applicants, expects half. 11. Rebels appear to be going underground in Kurye area. 2nd Brig preparing to move back to proper stations (Taejon, Iri, Kunsan, Chongju, Hamwon). 12. Cheju do Rebels being slowly subdued by aggressiveness of Song. Regtl Comdr now Lt Col Song. People ordered to defend homes with Police; if they defend, they will be helped by Army. People coming in with info. Most homes burned are by raiders. A few individual homes of raiders burned by Army. Suggest that even one-half platoon be retained there. 13. Kangwon-do: The force of 440 reported Friday was apparently fancy. Brig Comdr has situation well in hand; is alert. 10th Regt is being watched but believe the CO has situation in hand. 14. Col Fuller has succeeded in revamping and enlarging the KMAG curriculum. Several American Instructors being used next class. 15. IMD authorized Army to be increased to 65,000. 16. Evac hospital authorized for Kwangju. 17. Between now and end of month, all guarding by Army will cease and Police will take over. 18. IMD and KA discussing re-designation of Brig as Div. 19. New Defense Plan being worked on. 20. Mediocre but honest Korean G-4 being relieved by an ex-G-4 who was relieved for inefficiency about one year ago. Protests of no avail. Same situation with purchasing and procurement Officer. New incumbent a relative of Prime Minister. 21. Advisor G-4 advises that of 1,000,000 plus blankets issued KA, but 161,000 can be accounted for. Investigating. 22. Leaflets being prepared for drop over Chiri-san - Kurye area to Rebels. 23. Movement of Korean Ord unit from 404th area to Ascom leaves no Ord support for Seoul area vehicles. 24. KMA expecting to acquire adjacent land for school maneuvers and exercises. 25. Find it necessary to have more Advisors on Supreme G/S and Bureau levels (see attached tentative chart) to keep finger on activities there. This action also requested by Col Chae, acting Supreme G/S. Accordingly, Lt Col Voss assigned Advisor to Bureau of Military Affairs in addition to present duties, and Capt Jagoda as Advisor to Bureau of Intendance and Services (Military Property Custody) in addition to present duties.
