2. 정치 활동
사면법 발효 사면법은 9월 27일 대통령령에 의해 시행되었으며, 이 법안은 사면대상인 200개 이상의 위법행위를 명시하고 있다.
이 법에 따라 9월 28일 죄수 석방이 완료됐다. 석방된 숫자는 완전하지는 않지만 첫 추정치가 대략 3,000~4,000명이다. (미군정보고. B-2)
논평: 사면법과 죄수 석방이 그들에 대한 기소가 정당하지 못했음을 의미하는 것은 아니며, 국가적으로 중요한 일이 있을 때 죄수들을 풀어주는 동양의 관습에 따른 것이다.

제주도에서 청년단체 본부 급습
9월 22일 경찰은 서북청년회 제주도 본부를 급습해서 위원장 대리를 체포하고 카빈 1정과 일본제 소총 1정을 압수했다. (A-1) 이 무기는 무장대가 4월 한림지서(924-1138)를 공격했을 때 경찰이 도망가면서 버린 것을 서북청년회가 습득한 것으로 밝혀졌다. (C-2) (방첩대 정기보고 제228호)
논평: 제주도에서 서북청년회가 경찰과 경비대를 지원한 것에 대하여 몇몇 미군 장교들은 칭찬을 아끼지 않았다.

1. ARMED FORCES
Special Parallel Guard to be Formed
President RHEE has allegedly issued instructions for the organization of a Special Guard Division whose mission will be to guard the 38th parallel. This unit will be composed of members of the KOREAN VETERANS
ASSOCIATION and the KOREAN NATIONAL YOUTH CORPS.
LEE Suk Mon, chairman of the KVA, is expected to head the organization and has reportedly already made preperations to obtain weapons and vehicles and made a reconnaissance of the area to be occupied by the unit.
It is possible that the organization will be under the jurisdiction of or cooperate with the police, as LEE has consulted with the police and the reconnaissance of the area was made possible by the police. (CIC S/I,

Another report states that 16 members of the KVA arrived in CHUNCHON
(1068-1680) from SEOUL on 29 September to participate in the protection of the parallel. (CIC F/R #228. C-6)
COMMENT: It has been previously reported that the KVA plans to disband in early October and that its members will be integrated into the Korean
Army at that time.
2. POLITICAL ACTIVITIES
Amnesty Bill Made Effective
The Amnesty Bill, recently passed by the National Assembly, was implemented on 27 September by a Presidential Order which listed more than 200 offenses for which amnesty would be granted.
The release of prisoners effected by this act was reportedly completed on 28 September. An initial incomplete estimate placed the number of prisoners released at from 3,000 to 4,000 (MG Report. B-2)
COMMENT: The Amnesty Law and the release of prisoners does not imply that an injustice was done in the original prosecution, but conforms to the custom, still existing in the Orient, of releasing prisoners at times of important National events.
3. CIVIL UNREST
a. Communist Terrorism
On 30 September a policeman was shot and killed by unidentified persons in INCHON (960-1630). The murder is believed to have been accomplished by members of the SOUTH KOREA LABOR PARTY Special Action Squad in INCHON in retaliation for the policeman's investigation of the murder of a policeman in May and the resulting arrest of a member of the Special Action Squad for the murder. Communist Propaganda Distributed in South KOREA (Delayed Reports)
(1) On 25 September 50 copies of the North Korean "Labor Press" were distributed in CHAENG-NI (1060-1580) (CIC P/R #228. C-6)
(2) On 21 September approximately 50 handbills containing the usual communist propaganda were scattered along a road near SAMPO (1191-1391) (C(C P/R #228. C-3)
Youth Organization Headquarters Raided on CHEJU-DO
On 22 September the police raided the headquarters of the NORTH-WEST YOUNG MEN'S ASSOCIATION on CHEJU-DO, arrested the acting chairman of the organization and confiscated a carbine and a Japanese rifle. (A-1) The weapons were allegedly obtained by the NWMA members when raiders attacked the HALLIM (924-1138) police station in April and the police fled leaving their weapons. (C-2) (CIC P/R #228)
COMMENT: The assistance furnished the police and constabulary by the NWMA on CHEJU-DO has been commended by several American officers.

Possible Agent Arrested in KANGMON-DO
On 27 September a refugee from WONSAN (1040-1830) was arrested in NAEPYONG-NI (1080-1680) with 3 North Korean Constabulary maps of the area north and south of the 38th parallel in his possession. (CIC P/R #228. B-2)
