9. "전쟁은 없다" (폴-봉쿠)
7월 11일 폴(Paul)과 마네(Manet)가 랭던(Landon)을 위해 마련한 송별오찬에서 한 미국인 참석자의 발언으로 토론이 벌어졌는데, 그 내용은 사람들이 더 이상 중도노선은 없으며, 이쪽이든 저쪽이든 어느 한쪽을 선택하는 게 났다는 것을 한창 깨닫고 있다는 것이었다.
폴-봉쿠는 중도노선은 항상 있다며 그 말에 반대했다. 전쟁이 중도노선을 확실히 없앤다는 의견이 나왔는데, 폴-봉쿠는 다음과 같이 대답했다:
"전쟁은 없을 것이다. 러시아인들이 전쟁을 일으키기에는 너무 영리하다. 물론 지금 전쟁이 벌어지고 있지만, 당신이 의미하는 그런 전쟁은 없다. 히틀러가 전쟁을 일으킨 단 한 가지 이유는 그가 정말 바보이기 때문이다. 그는 인내심이 바닥났지만, 러시아인들은 엄청난 인내심을 갖고 있다. 그들은 언제 밀어붙이고, 언제 기다릴지를 알고 있다. 스탈린은 히틀러보다 훨씬 영리하다. 그는 결코 인내심을 잃고 세계를 전쟁 속으로 밀어 넣지 않을 것이다."

Jamieson seemed satisfied with this explanation of Wang's and did not pursue the subject.
Some time later, in the discussion, Patterson pointed out that the phrase "the Commission having had no opportunity to meet previously outside of Korea..." had been included in deference to Jackson's wishes.
Liu suggested dropping the expression as it had no significance any longer.
Paul-Boncour said he favored the Chinese opinion, but that in the event the Commission insisted on preserving the phrase, he had no objections.
Jamieson agreed that he saw no reason for the phrase to be in and thus acceded to its deletion.
9. "No War" (Paul-Boncour.)
On 11 July, during the discussion following a farewell luncheon which Paul-Boncour and Manet had given for the Langdon's, the remark was made by an American present that it was high time people realized there was no longer any middle-of-the-road and they had better get on one side or the other.
Paul-Boncour objected to this statement, saying there would always be a middle-of-the-road. The opinion was expressed that a war would certainly eliminate the middle-of-the-road, to which attitude Paul-Boncour replied as follows:
"There will be no war. The Russians are much too clever to ever develop a war. For that matter, of course, there is a war on now but not in the sense which you mean. The only reason that Hitler made a war is because he was such a damn fool. He ran out of patience, but the Russians have a tremendous patience. They know when to push and when to wait. Joe Stalin is a much more clever individual than Hitler. He will never lose his patience and push the world into war."
