제주도 순시
4월 7일에 밀러(Milner)는 제주도의 안보 상황에 대해서 예민한 관심을 표명했다. 밀러는 누군가가 그에게 제주도 상황이 매우 나쁘므로 유엔한국임시위원단(UNTCOK)이 제주도에 가면 안 된다고 말한다면 차라리 안심되었을 것처럼 보였다.
어제 4월 8일에 나는 다시 밀러에게 말을 꺼냈다. 나는 그가 하루 종일 조병옥(CHOUGH) 박사와 계속 접촉하고 있었다는 사실을 깨달았다. 내가 그를 보았을 당시에도 그는 조병옥 박사와 대화를 나누고 있었다. 분명히 조병옥 박사는 밀러의 근심을 다소 진정시켰다. 나는 경찰이 증강 되었을 뿐만 아니라 제주도에 국방경비대가 여전히 주둔하고 있다는 점을 지적하면서 피해 상황에 관한 짤막한 통계 보고서를 그에게 건네주었으며 제주도의 상황이 당국의 통제 하에 호전되었다는 점을 그에게 다시 확인시켜 주었다. 제주도 상황에 대한 그의 염려는 현저히 감소되었다. 그 당시에 그는 다음 날 제주도 순방을 위해 떠나는 것이 좋겠다고 결심하였다.

MEMORANDUM FOR GENERAL HODGE:
SUBJECT: Daily Report of UNTCOK Activities, Thursday, 8 April.
Cheju Do Trip
On 7 April Milner had expressed acute interest in the security situation on Cheju Do. He appeared as though he would have been relieved had someone told him the situation was so bad that UNTCOKs couldn't go.
Yesterday, 8 April, I again talked to Milner. I found he had been keeping in constant contact with Dr. CHOUGH all day. He had just had a conversation with CHOUGH at the time I saw him. Apparently CHOUGH had quieted his fears somewhat. I gave him a brief statistical report of damage and reassured him the situation was well under control, pointing out that there had been not only police re-enforcement but that the Constabulary on the island was still in reserve. There was a visible abatement of his fears. He, at that moment, decided it was okey for the trip to leave the day following.
