군단 참모 회의
1948년 7월 13일 G-2: 워트링턴(Watlington) 대령1이 7월 11일 제주 인근에서 나포된 붉은 깃발을 단 선박에 대한 소식을 기다리고 있다는 말로 회의를 시작했다. 이에 하지 장군이 끼어들어 이 참모 회의에 참석하기 위해 자신의 사무실을 떠나기 전 딘 장군으로부터 이에 대한 추가 소식을 들었다고 말했다. 해당 선박은 작은 어선으로 22M 발의 일본군 탄약과 다량의 수류탄을 싣고 있었다. (이하 생략)

CORPS STAFF CONFERENCE — 13 July 1948
G-1. The cruiser OAKLAND and the destroyer ORLECH will be in port for one day, 22 July. 22 military and civilians will be guests between 1300 and 1630 hours, according to G-1. (Capt. Cleland interpolated, however, that his understanding was that invitation was an open one, to as many as can come. G-1 will make further check). Special Services will plan entertainment for personnel. Admiral Berkey, now Navy chief in these parts, has extended an invitation to 6 officers and 25 EM's to be guests on the ORLECH for a 72-hour trip to Tsingtao in August. Selection will be on meritorious basis. Leaves for Peiping have been cancelled; this is a precautionary measure. Enlisted strength of the Army has now ceased its downward trend. In March and April enlistments were 23,000 and 19,000 against losses of 27,000 and 16,000. Strength totals in recent months: 1 March, 469,000; 1 April, 465,000; 1 May 468,000. The last is 122,000 short of the original requirement and 230,000 less than the minimum contemplated under legislation now pending. Enlistments sho ld be encouraged in every way possible. Public Law 836 of 29 June 1948 altered requirements, etc. on service insurance. (Details will presumably be publicised shortly). Reinstatement of previous insurance before 31 July 1948 will preserve valuable rights. Incoming VIPs inlude several from Tokyo who will interview and select civilian employees with dependents for positions in Japan. The LANKFORD will arrive early, 14 July; AULTMAN is due today and HODGES the 17th. The last two are carrying very few EM's — 196. No list as yet for LANKFORD. Due to schedule changes BUCKNER will not arrive until early August. We are losing spaces on BUNDY. Out of 125 officers applying for transfer to FEC, only 40 have been accepted; reason is lack of independent housing. AULTMAN is carrying 9 officers, HODGES 7.
G-2. Colonel Watlington started off by stating that he was still waiting for further word on the vessel flying the red flag captured near Cheju-do on 11 July. General Hodge cut in to say that just before leaving his office for staff conference he received further word from General Dean on the subject. Vessel is a small fishing [illegible] boat and carried 224 rounds of Japanese ammunition, plus a quantity of grenades. North Korea has announced the new Constitution and Pyongyang radio has been reading off "regulations" on the forthcoming so-called elections set for 25 August. These give in great detail items such as who is permitted to count ballots, etc. Article 37, with fine irony, sets forth that voters may vote for one candidate only. Another states that in the event a candidate fails to receive a single vote, the fact shall be reported to higher headquarters.
G-3. 4 officers, 1 W/O, and 18 EM's from FEC are training a Constabulary Signal team. In the period 7-11 July, 1,912 refugees entered South Korea, bring July totals (through 11th) to 4,877. TIP today will include a brief summary of Pyongyang radio's 10 July announcement on elections, etc., and a Korean newsreel.
G-4. 600 long tons of electric equipment are at San Francisco or in transit for use here. An experimental briquette using black clay instead of pitch as a binder has been tested with success. A 5-hour run (of a locomotive) showed very little residue in clinker or similar form. 10% bituminous coal was used. Next step in the experiment is to manufacture without the bituminous coal.
