3. 민간인 소요
a. 제주도 인민위원회 조직 공산주의 인민위원회의 핵심 단체들은 게릴라들과 그에 가담한 그룹들과의 긴 밀한 협력을 통해서 제주도의 고립된 마을들에 대한 정치적 통제를 취하려고 시 도하고 있는 것으로 보고되었다. 가맹단체들은 다음과 같다.
(1) 자위대: 병력을 모집하고 정보를 수집하며 게릴라에게 제공할 보급품의 공 급을 담당하기 위하여 군사적인 노선에 따라 조직된 그룹.
(2) 세포: 지방의 우익 인사들의 활동을 억제하는 것을 주 임무로 하는 남로당의 정치적 행동 집단.
(3) 여성동맹: 게릴라에게 식량을 공급하는데 협조하는 여성 보조 단체이다. (심 문 보고)
논평: 이 인민위원회 분파는 북조선에 현존하는 인민위원회 정부에 상응하는
남조선 내의 조직이다. 또한 이 인민위원회는 일본이 항복하고 미군이 점령하기 까지의 기간에 인민위원회 정부를 설립하기 위하여 1945년의 과도기를 활용했 던 단체와 유사하다.

1. ARMED FORCES
a. Korean Kidnapped by North Korean Constabularymen
Fifteen North Korean Constabularymen violated the parallel in the vicinity of UNDONG RI (840-1697) on 02 June and abducted a South Korean woman who resided in NAEPU-DONG
(100 yards south of the parallel). (CIC P/R #137. B-3)
b. Farmer Attacked Near Parallel
On 02 June 20 North Korean Constabularymen crossed the parallel in the vicinity of PM #5 (828-1698) and stole an ox from a farmer. Ten South Korean police pursued the NKC and after a 20 minute firefight succeeded in recapturing the ox.

3. CIVIL UNREST
a. People's Committee Organizes on CHEJU-DO
Skeleton groups of the communist PEOPLE'S COMMITTEE are reported to be attempting to assume political control of isolated communities on CHEJU-DO through close coordination of guerrilla raiders and affiliated groups.
These affiliated groups are: (1) the CHOW I DE, a group organized along military lines to recruit personnel, gain information and provide supplies for the guerillas; (2) the
SEEPO, a political action group of SOUTH KOREA LABOR PARTY members which specializes in checking on local rightist activities; and (3) the YO SON TONG NYON, the women's auxiliary which assists in providing food for the guerrillas. (Interrogation Report)
COMMENT: This PEOPLE'S COMMITTEE faction is a South
Korean counterpart to the existing PEOPLE'S COMMITTEE government in North KOREA. It is similar to the group which took advantage of the interim period in 1945, between the time of the Japanese surrender and the American occupation, to establish a PEOPLE'S
COMMITTEE government.
b. Terrorism in CHUNGCHONG-PUKTO
(1) At 092000 June ten rioters attacked a home in
IMSIL Gun (1033-1408), beat the occupant and destroyed furniture.

(2) On 09 June eight rioters beat a farmer in NAMWUN
Gun (1038-1382), pillaged his household goods and burned the house. (Police Report)

c. Communists Rounded Up in KANGWON-DO (Delayed Report)
Three police patrols were dispatched from KANGNUNG (1175-1665) on 31 May to capture communists hiding in the DAI KON SAN (1167-1662) area. The police were fired on and returned the fire. One communist was killed and two were arrested. (CIC P/R #137. B-3)
d. Police Ambushed in KANGWON-DO (Delayed Report)
On 31 May a seven man police patrol was ambushed by approximately 30 rioters in the vicinity of SACHON (1170-1680). One policeman was wounded by shrapnel from a homemade hand grenade. All of the terrorists escaped. (CIC P/R #137. B-3)

a. Cost of Living Increases
The price of polished rice on 11 June reached a new high since the beginning of the occupation - 930 won per small mal in SEOUL. (Small Mal - 16.87 lbs.)
COMMENT: This increase, from an average price of 740 won for the month of May, is attributed mainly to the lack of rain which has prompted farmers to withhold their rice from the market in anticipation of a poor summer rice crop and the consequent better future price. Part of the increase may result from a shortage of power necessary for the processing of the raw rice.
b. UN Commission Available For Consultation
At its sixtieth meeting held on 10 June 1948, the United Nations Temporary Commission on Korea adopted the following resolution concerning consultation with the representatives elected on 10 May 1948:
"The UNITED NATIONS TEMPORARY COMMISSION ON KOREA HAVING OBSERVED the election held on 10 May 1948, and having returned to Seoul on 7 June 1948 to resume its sessions, RESOLVES:
THAT notice be sent to the elected representatives stating that the Commission is now ready for such consultation as they may request concerning the further implementation of the Commission's terms of reference as defined in the Resolutions of the General Assembly adopted on 14 November 1947."
