G-2 PERIODIC REPORT From: 0808001 May 48 To : 1008001 May 48 RESTRICTED 7th Inf Div SFOUL, KOREA 997;4-1638.8 No. 109 1009451 May 1948 Maps: KOREA 1/50,000 & 1/250,000. 1. OPERATIONAL INTELLIGENCE. a. Border Incidents: (1) ONGJIN Fire Fight Continues: 32nd Inf, ONGJIN Det (848.1-1690.5) reported that at 2020 hours, 9 May, automatic weapons fire was heard to come from both sides of the parallel in the vicinity of (834.3- 1697.2). (B-2) (2) Skirmish On KIMCHEE Line: 32nd Inf, 2nd Bn (981.3-1682.6) reported the South Korean Police as stating that at 0400 hours, 6 May, about fifty (50) North Korean Constabulary violated the parallel in the vicinity of the NULMONG-NI School House (971.3-1695.5), and fired two (2) rounds at the South Korean Police Policebox located there. The South Korean Police returned the fire, whereupon the North Korean Constabulary threw seven (7) sticks of dynamite in the direction of the police box. The North Korean Constabulary terminated the engagement and withdrew when existing stocks of ammunition were exhausted. No casualties were reported. (D-3) COMMENT: NULMONG-NI School House has attained a small measure of fame as the scene of a number of other border skirmishes, and as the place where, two (2) Russian soldiers were killed in a minor action with four (4) South Korean Policemen on 19 March 1947. b. Russian Activity: Evacuation Or Laundry? 31st Inf, 2nd Bn (1069.6-1682.9) reported that at 1800 hours, 8 May, four (4) Russian soldiers with three (3) large white bags and one (1) small waterproof bag, appeared to be evacuating their OP in the vicinity of (1089.1-1697.0). (B-2) COMMENT: The premature report of Russian evacuation of North Korea via Radio PYONGYANG may cause some wishful thinking to appear in reports. c. North Korean Activity: (1) North Koreans Apparently Desire to Observe Election: 31st Inf, 2nd Bn (1069.6-1682.9) reported information has been received that North Koreans will make an attempt to observe the election in South Korea on 10 May. (C-3) COMMENT: It is believed that this attempt is being made to provide fuel for the Red hot fires of communist propaganda. (2) North Korean Observers Caught: 31st Inf, OP #24 (1106.3-1697.1) reported that at 0920 hours, 10 May, three (3) Korean youths who were apprehended RESTRICTED DECLASSIFIED Authority NND 745070 by South Korean Police at (UIOP YONG-NI (1105.3-1695.5) during the night of 9 May revealed the following information: They were sent to secure the number of South Korean Constabulary in the vicinity of UIOP, method of voting, why U.S. Army planes droped ballots in INJU (1112.6-1704.6), number of people who oppose elections, the means South Korean officials and U.S. Army will use to force people to vote and if the elections are the same as in North Korea. They were also instructed to steal and destroy ballots. (E-2) 2. COUNTER INTELLIGENCE. a. Sabotage: (1) Female Grenadier Apprehended: Div Arty reported that at 1900 hours, 9 May, a female communist, was taken into custody after throwing a phosphorus bomb into the INCHON Post Office. (E-2) (2) Arson Continues: 7th Div Artillery reported that an arson attempt was made on the home of KIM, Dong Pyong, official of the SEOUL ELECTRIC COMPANY, at 0213 hours, 8 May. A bottle filled with gasoline was used, however, no damage resulted. (C-3) (3) Saboteur Nabbed: 31st Inf, 2nd Bn (1069.6-1682.9) reported that the South Korean Police have arrested AHN, Too Yong, 19 year old student, at 2400 hours, 8 May, on the charge of saboteging the telephone lines south of CHUNCHON during the night of 7-8 May. A search is being made for two (2) other young suspects. (B-3) (4) ARSON? 31st FA (MP) Bn reported Chief CHANG, T.S., Chief of the Metropolitan Police as stating that at 0520 hours, 8 May, fire broke out on the third floor of the building which houses the DONG A ILEO Press. The Police strongly suspect arson, due to the facts that the wire fence surrounding the building had been cut, and the printing sets had been overturned, and the type piled in little stacks on the floor. Although the roof of the building was a mass of flames in a few moments, the quick arrival of the fire fighting teams soon brought the fire under control. Due to the prompt action of the fire fighters, no serious damage was sustained by the printing material; equipment or office furniture. (C-3) (5) OP #14 Water Sample Not Poisoned: 7th Div Surgeon reported on 8 May that tests made of the water samples from OP #14 (985.9-1695.0) were negative. However, the time consumed in transporting the specimens to be tested was too lengthy to provide an accurate result. (See Par 2a(2), P/R #99, dtd 28 April.) 3. CIVIL RELATIONS. a. Civil Disturbances: Missionary's Home Attacked: 31st Inf, 2nd Bn (1069.6-1682.9) reported other intelligence sources as stating that Father MELLRAN's, Catholic Missionary, house in HOFNGSONG (1098-1635) was attacked by persons -2- RESTRICTED DECLASSIFIED Authority NND 745070 Restricted unknown at approx 2400 hours, 7 May. A farmer's scythe was used as a weapon, but there were no casualties. (C-3) b. Political Parties And Other Organizations: (1) Capone Tactics: 31st Inf, "F" Co (1185.4-1671.0) reported that 38th Military Government as stating that home made grenades were thrown at the home of CHOI, Pyong Yong, one (1) of the candidates in the South Korean election, in CHUMUNJIN (1176.0-1685.0) at 0130 hours, 9 May. No injuries were sustained. (C-3) (2) ASSASSINATION!!! 31st FA (MP) Bn reported T.S. CHANG, Metropolitan Police Chief stated that at 0710 hours, 8 May, Mr HAN YONG KEUN, Chairman of the election committee of YA SU DONG, was fired upon by unknown assassins while in the garden of his home at #347-46 SHIN DANG DONG, SONGDONG Police District, SEOUL. The guilty culprits fled at once, leaving Mr HAN dying on the ground. The Police are vigorously pursuing investigations as to the identity of the guilty parties, and their present whereabouts. (C-3) (3) She Picked The Wrong Place! Div Arty reported that the South Korean Police caught a young girl at 2345 hours, 9 May, nailing a Communist poster on the side of a police box in SEOUL. (B-2) 4. SUMMARY OF INTELLIGENCE IN ADJACENT AREAS. a. CHEJU DO Situation: 6th Inf Div reported that on 8 May, Korean Constabulary units were to be used to protect polling places on CHEJU DO during elections, 10 May. Korean Constabulary are now engaged in the distribution of election ballots in many districts due to the failure of the election committee to assume the responsibility. (B-2) b. Train Derailed: 500th RGD reported that train #36 was de-railed in a tunnel at 0400 hours, 8 May, one (1) mile SOUTH of MYONSAN, approximately (951.5-1321.5). No casualties were reported. (A-1) c. Locomotives Sabotaged: Railway Military Advisors reported that between 0600 and 0800 hours, 8 May, unknown number of unidentified Koreans removed equalizer pistons from fourteen (14) locomotives at TAEGU (1155.5-1439.1). (C-3) d. South Pacific Lessons Pay Off: 6th Inf Div reported that the Constabulary had started dynamiting caves in the mountainous areas of WON (937.5-1138.6) and YUMAH (927.3-1133.4) on 8 May. No reports as yet on prisoners or casualties. (B-2) e. Only In Hollywood Or Korea! Intelligence sources in PUSAN reported that a Korean Policeman on guard at the Railway Hotel fell asleep and his Restricted -3- DECLASSIFIED Authority NND 745070 Restricted carbine was stolen at approximately 2100 hours, 8 May. (A-1) 5. MISCELLANEOUS. a. Train Movements: Russian southbound liaison train is scheduled to depart PYONGYANG for SEOUL at 0800 hours, 11 May. b. Situation Report: The pre-election build-up throughout the whole of South Korea was generally quiet. There were isolated instances of violence and sabotage, but the South Korean law enforcement agencies kept everything under control. The night of 9 May was very tense, as reports of expected assaults on police boxes and polling establishments, and attacks across the parallel were received. At approximately 0100 hours, 10 May, it became apparent that the situation had eased and all was well. Early morning reports indicate a quiet and dignified crowd, composed mainly of women, at the voting places. It is anticipated that there will be attempts to harress and hinder election officials, but for the most part, the election should proceed smoothly.
