일정
1반- (잭슨, 마네*, 루나, 빌라바*, 바레, 씽*, 밀러, 세토, 엔거스):

준비
1반- (4월 9일 MP 사건에 대한 특별보고 제117호를 볼 것) 전반적으로 준비는 좋았다. 모든 것이 잘 맞아 들어갔다. 마네와 씽은 개성에 있는 스틸맨 (Still-
man) 대령과 춘천에 있는 가몬 (Gammon) 대령이 특히 도움이 됐다고 말했다.
교통편과 음식, 준비에 불평이 없었다.
2반- 기차 여행은 좋았고, 침대는 안락했고, 음식도 훌륭했다. 유엔조선임시위원단은 매일 밤 기차에서 잤고, 매끼 식사도 기차에서 했다. 그들은 조선인의 초대를 받아들이는 것보다 기차에서 갖는 점심에 조선인을 초대하는 것이 더 편하다는 것을 알게 됐다. 사교 행사를 피하라는 주의가 있었음에도 불구하고 그들은 광주에 있는 미국인의 초대를 받아들였다. 무기르는 개성에 있는 브라운(Brown) 대령과 머피(Murphy) 대령이 훌륭한 도움이 되었다고 말했다. 또 패터슨이 루카스에게 감사의 편지를 쓰라고 지시했다고 말했다.
3반- 기차에서 먹고 잤다. 모든 것이 만족스러웠다. 식당차는 조선호텔 식당책임자가 맡았다. 음식은 완벽했다.
감시
1반– 서울 – 마네: "우리가 예상했던 것보다는 좋았다. 등록소를 책임지고 있는 사람들은 신중했고 업무를 잘하고 있었다."
개성 – 빌리바: "모든 게 훌륭했다."
인천 – 마네: "아주 좋았다."
춘천 – 씽: "훌륭했다."
제주도 - 마네: "대체로 좋았다. 빌라바와 개성에 다녀온 (4월 6일 일일보고 참고) 밀러는 눈에 띄게 문제점을 찾으려고는 하지 않았다. 사람들이 등록하도록 경찰 통제와 물리적 폭력이 있다는 보고는 들었지만, 우리의 보고서는 이 점에 집중하지는 않을 것이다. 아주 잘 되고 있다는 게 다수 의견이다." (상세한 정보는 특별보고서 제118호 참고)
제주도 - 씽: "상황이 전혀 나쁘지 않았다. 사실 우리가 기대했던 그 이상이다. 등록은 우리나라나 중국에서 행해졌던 것보다 훨씬 잘 진행됐다."
2반- 무길: "상황이 매우 매우 나빴다. 우리는 이제 조선이 경찰국가라는 사실
을 한 치의 의심도 없이 알고 있다. 그러나 우리는 비난이 미국을 향해서는 안 된다는 것도 알고 있다. 그것은 심리적인 것이다. 그것은 사람들에게 내재되어 있다."
"하지 장군은 선거를 취소해야 한다. 만약 그가 이것을 할 수 없다면, 나는 유엔조선임시위원단이 '자유로운 선거분위기'라는 이 일을 어떤 식으로든 회피할 수 있기를 바란다. 우리가 아는 것을 이전에 알았더라면, 우리는 결코 자유 분위기에 대한 입장을 취하지 않았을 것이다." (상세한 정보는 특별보고 제119호 참고)
3반- 하우스너: "모든 것이 훌륭했다. 기대 이상이었다. 우리는 많은 등록을 보고 기분 좋게 놀랐다. 호감과 함께 감동을 받았다. 나쁜 것은 없었다. 모든 것이 좋았다."
린도: "괜찮다면, 우리가 참관한 것에 대해 말하지 않겠다. 우리는 보고서를 만들 것이지만 그것은 비밀이다. 양해 바란다. 이해해 줄 것으로 기대한다." ("보안을 의식하는 슈미트"가 린도와 함께 있었던 그 주를 이용해 그의 입을 막은 것이 분명하다.)
폴-봉쿠: (전체 대화를 담은 보고서는 특별보고 제120호 참고) "상황이 좀 나빴다. 중도노선인 사람들이 경찰 국가와 압박 수단이 비신스키1가 파리(유엔총회)에서 행한 연설을 충분히 증명할 만한 발언을 했다. 나는 이번 주 마침내 유엔조선임시위원단을 여기에 두는 것이 미국에는 이점이 되지 않는다는 것을 알게 됐다. 유엔조선임시위원단 참관이 미국(you)에 대해 이뤄질 것이기 때문에 이 선거를 계속 진행하는 것은 현명하지 않다."

Arrangements
GROUP I - (See Special Report 117 on MP incident of
9 April.) In general, arrangements good.
Everything clicked. Manet and Singh mentioned
Colonel Stillman at Kaesong and Colonel Gammon at Chunchon had been particularly helpful.
No complaints about transportation, food or arrangements.
GROUP II - The train trip was fine, comfortable berths, excellent food. UNTCOK slept on the train every night and ate comfortably on the train

every meal. They found it convenient to be able to invite Koreans to lunch on the train rather than to accept invitations from them.
Despite the announced intention to avoid social functions, they did accept invitations from the Americans at Kwangju. Mughir mentioned particularly that Colonel Brown and
Colonel Murphy at Kaesong had been excellent aids. Also, that Patterson had directed
Lucas to write a letter of appreciation.
GROUP III - Slept and ate on the train. Everything very satisfactory. In charge of the dining car was the man in charge of Chosun Hotel dining room. Food was perfect.
Observations
GROUP I - Seoul - Manet: "Better than we expected.
People in charge of registration booths were serious and doing a good job."
Kaesong - Villalva: "Everything was excellent."
Inchon - Manet: "It was almost too good."
Chunchon - Singh: "Excellent."
Cheju Do - Manet: "In general, things were good. Milner, after his run in with Villalva at Kaesong, (see Daily Report for 6 April)
was not so evidently looking for the bad.
We heard reports of police control and physical violence to make people register, but our report will not concentrate on these points.
Majority of opinion is that things were excellent." (See Special Report 118 for more detailed information.)
Cheju Do - Singh: "The situation was not bad at all. It was better than we expected as a matter of fact. The registrations have been much better conducted than in my own country or China."

GROUP II - Mughir: "Things were very, very bad. We know now beyond a shadow of a doubt that Korea is a police state. But we also know that blame should not be attached to the U.S. It is psychological. It is built into the people.
"General Hodge should call off the elections. If he can't do this, I hope UNTCOK can, in some way, evade this business of 'free atmosphere'.
Had we known what we know, we never would have taken a stand on free atmosphere." (See Special Report 119 for more information.)
GROUP III - Hausner: "Everything was excellent. Much better than we had expected. We were pleasantly surprised at the heavy registration. We were favorably impressed. Nothing bad. Everything good."
Lindo: "If you don't mind, I would rather not speak about our observations. We are going to make a report but it's confidential, you know. Please forgive me. I hope you'll understand." (Evidently "security-conscious Schmidt"
had taken advantage of the week with
Lindo to seal his mouth.)
Paul-Boncour: (See Special Report 120 for report of complete conversation.)
"Things were rather bad. These middle-of-the-roaders gave enough testimony of police state and pressure methods to furnish
Vishinsky with his Paris address.
I have finally realized in this week that it is not to the U.S.
advantage to have UNTCOK here.
