유엔조선임시위원단이 4월 5일 조선에서 참관이 허용되는 곳에 현장 참관단 3 개 그룹을 파견해 선거 전 상황을 감시하기 시작했다.
38선 아래 서울 북쪽과 남서쪽, 남동쪽 지역에서 3개 그룹이 일주일 동안 미국 인은 물론 조선 당국자와 선거위원회 위원장 및 대표들을 인터뷰하고 10일 돌아 왔다. 그들은 등록행위와 선거의 자유 분위기를 감시하기 위해 무작위로 투표소를 방문했다.
다음 주 참관단은 투표자와 후보자 등록 방법과 절차에 관한 정보를 얻기 위해 다시 현장으로 나갈 것이다.
위원단은 "표현, 언론, 집회의 자유가 민주적 권리로 인정되고 보장되는 자유 분 위기에서 선거가 치러질 수 있다고 확신이 들면, 주한 미국 육군 사령관이 공표한
5.10선거를 참관하기로 한" 3월 12일 위원단 결의에 의거해 4월 말까지 위원단의 입장이 정해질 수 있도록 준비할 것이다.
3개 현장 참관단은 게릴라 1,000명이 지역 당국에 맞서 산속으로 간 남서쪽 끝 제주도를 포함해 가장 멀리 떨어진 곳까지 가기 위해 미국 당국이 제공한 자동차와 특별열차, 항공편을 이용했다.
효율적인 열차 시스템 덕분에 위원단은 최단 시간에 쉽고 편하게 이동할 수 있 었고, 4월 한 달 동안 남조선 내 모든 도의 주요 도시와 투표소를 방문해 위원단의 프로그램을 수행할 수 있었다.

UN Commission on April 5th commenced to observe on the spot pre-elections situation sending three field groups of observers into that portion of Korea opened to it.
After a week north of Seoul under the 38th, southwest, and southeast, three groups returned to Seoul on the 10th, having interviewed American as well as Korean authorities, Chairmen and representatives of Election Committee. They visited voting districts chosen at random to observe the conduct of registration and the freedom of atmosphere.
Next week groups will again take to the field to obtain information concerning methods and progress of the registration of voters and candidates.
By the end of April the Commission will be ready to decide on its attitude as provided by its resolution of March 12 "to observe the elections announced by Commanding General, U.S. Army Forces in
Korea, to be held on May 10, provided the Commission has ascertained that elections will be held in a free atmosphere wherein democratic rights of freedom of speech, press and assembly would be recognized and respected".
The three field observation groups for their work used cars, special trains, and airplanes provided by U.S. authorities in order to reach the furthest points, including an island in the extreme

southwest, Cheju Do, where guerillas 1,000 strong have taken to mountains opposing local authorities.
An efficient railway system allowed the Commission to move about easily and comfortably in the shortest of time and to fulfill its program to visit all provincial capitals and voting districts in the country during April.
