2. CIVIL RELATIONS.
a. Political Parties and Other Orgnaizations.
Advance Party of South Korean Political Pilgrimage to
PYONGYANG Departs:
On 25 March, the Russian controlled North Korean "Political Parties" invited "selected" Political Parties and Social
Organizations in South Korea to attend a "Korean Unification
Conference" in PYONGYANG, North Korea, on 13 April. Two (2)
prominent South Korean politicians KIM, Kyusik and KIM, Koo accepted this invitation, as they have been vehement in their demands for an election which will not partition Korea. Both
KIM, Koo and KIM, Kyusik have openly denounced the forthcoming
U.N. observed, 10 May elections, stating that they would be considered national traitors in future Korean history, should they favor any type of election which would tend to permanently divide Korea into two (2) nations. KIM, Koo was formerly Dr
RHEE's able assistant in the strong rightist party, while KIM, Kyusik was chosen by the American command to lead a coalition government. KIM, Kyusik was the Chairman of the South Korean
Interim Legislature. Due to their recent announcements, KIM, Koo and KIM, Kyusik, to save their oriental faces, were forced to accept this Communist inspired invitation. On 7 April, AHN, Kyung Kern and KWAN, Tai Yang departed from SEOUL as a so-called advance party to PYONGYANG. It is understood that their mission is to ascertain the type of quarters being supplied, the security to be rendered and the entertainment to be afforded the entire
South Korean delegation to this conference. According to U.S.
OP #11 (947.9-1690.7) it is believed their Korean vehicle, a
1947, blue Chevrolet coupe, was observed travelling north toward the 38° N parallel at 1930 hours, 7 April 1948.
COMMENT: USAFIK has informed 7th Div that the Americans
will do nothing to either assist or to hinder the northbound movement of any South Koreans who desire to attend this meeting, but all southbound individuals, no matter who they may be, will be handled as normal southbound refugees. (See Par 3a, P/R #76, 31 March.)
b. Relations of U.S. Army With People.
31st FA (MT) Bn reported that at approx 2230 hours, 7
April, CHOO, CHUN, JO a member of the Director of Propaganda
Section, CHOSEN DEMOCRATIC PARTY, states that while he was walking home on Route #2, near the 31st Inf Traffic Circle, an American soldier grabbed him by the arm and led him into a nearby alley, where two (2) other American soldiers were waiting.
Then one (1) of them identified by CHOO as RAYMOND M. QUINTEPO, rank unknown, 517th EUD, proceeded to strike him about the head and face until he was unconscious. CHOO recalls nothing further, until he woke up in a Korean hospital. At about the same time and place, Pvt JACK JARVIS, 517th EUD, states that while he

was returning to his organization, he was attacked in the vicinity of the 31st Inf Traffic Circle by several Koreans, who beat him into unconsciousness. JARVIS received aid from Korean policemen, and taken to the 377th Station Hospital. One (1)
assailant, CHO, YUN KOO, who was apprehended, admits beating
JARVIS. The reason for these disturbances are unknown.

3. SUMMARY OF INTELLIGENCE IN ADJACENT AREAS.
a. Continued Activity in the 6th Division Zone:
XXIV Corps reported that at 060200 April, two (2) DAE
DONG staff members were shot in the village of P-HO-RI (946-
1151) on CHEJU-DO Island (6th Div Zone). Also, at 060430 April, in the village of PONGGAE-RI (960-1148), CHEJU DO Island, another DAE DONG member was k[illegible]d. Both assassinations were by persons unknown. (Police Report).
4. MISCELLANEOUS.
a. Border Incident:
32nd Inf reported that on 1800 hours, 7 April, a fourteen (14) year old North Korean girl, HEYESUN-SOUH, was apprehended by a South Korean woman, JO-SOFI, seventeen (17) years of age, as she was dropping some type of white powder into a water well in the vicinity of KORANGPORI (985.5-1694.3) near
U.S. OP #14 (985.9-1695.0). HEYESUN claims that she was paid
¥700 by the NORTH KOREAN LABOR PARTY to poison wells SOUTH of the parallel. The local South Korean Police, to test the alledged poisoned well, placed a fish in the water. This poor fish displayed no unusual reaction. The North Korean girl is being interrogated by the TID KAFSONG Detachment and the 2nd Bn surgeon is analysing the white powder. (F-3)
COMMENT: This is the third well poisoning attempt reported
along the "KIMCHEE" line since 3 March. (See Par 4a(1), P/R
#63, dtd 16 March and Par 4b, P/R #52, 3 March.)
b. Digging Continues:
(1) 32nd Inf reported that on 5 April, enlargement operations on trenches in the vicinity of (1005.6-1697.6) to
(1006.5-1697.6); (1006.4-1697.7) to (1006.4-1697.6); and (1007.1-
1697.5) continues. (B-1). (See Par 4a(1), P/R #79, 3 April and Par 4b(4), P/P #75, 30 March.).
(2) 32nd Inf reported that Koreans have informed OP #10
(935.4-1696.5) on 7 April, that North Koreans are digging two
(2) trenches (four (4) feet deep to hold three (3) men each), in the vicinity of (935.5-1697.5). Korean sources state a Russian patrol visits this operation twice daily. U.S. troops can observe fresh dirt but cannot observe actual digging. 32nd Inf continues observation. (F-2).
c. Unusual Activity In 13th Engr (C) Bn Area:
7th Inf Div officers observed at 2300-2315 hours, 7
April, approximately 200-250 armed South Korean Policemen, along the 13th Engr road in the vicinity of the POL dump. According to the 31st FA (MP) Bn the police were conducting some type of maneuvers, but the American Advisor, National Police, when contacted by S-2, Div Arty, stated that the police were searching for subversive activities in the area. Div Arty continues investigation. (B-1)

d. Train Movements:
U.S. southbound liaison train departed PYONGYANG at
1040 hours, 7 April, cleared TOSONG-NI at 1430 hours and arrived SEOUL at 1610 hours.
e. Air Activity on Parallel:
7th Division Air Section reported that Lt KALISTA, flying U.S. L-5 #856, on a routine EAST to WEST leaflet drop mission over YONAN (919.5-1685.5), CFONGDANG (899.1-1693.2) and
ONGJIN (842.5-1689.8) observed, at approximately 1130 hours,
7 April, two (2) Russian single engine fighter planes take off from the South East runway, in an easterly direction, from the
HAEJU Airfield (855-1696). Upon gaining altitude these two (2)
planes, and two (2) other ships which took off directly after the first two (2), banked to the right (SOUTH). Within three
(3) minutes, three (3) more Russian planes followed suit.
According to Lt KALISTA, all seven (7) ships violated the parallel. Although they were approximately one (1) mile away from him, he identified them as a P-39 type airplane. These Russian ships, after take-off and bank to the SOUTH, flew in an EAST to WEST direction, until the American pilot lost sight of them.
U.S. OP #7 (888.8-1695.6) states they observed no violation of the parallel by Russian planes on this date and hour. (E-3)
