제목: 조선농회의 이권과 관련된 제주도 답사에 관한 노트
1. 1948년 2월 1일 공포된 군정법령 제165호에 따라 정보를 모으고 새로운 농회장 후보를 결정한 후 도지사와 군수의 농회장직 인계를 준비하기 위해 조선농회 소속 직원 2명이 제주도로 파견됐다.
2. 예비후보들에 관하여 도지사, 몇몇 관리, 전임 도지사, 몇몇 군 인사들을 접촉한 뒤, 우리는 도 농회장 임명을 상의하기 위해 도지사를 다시 방문했다.
3. 유 도지사는 지금은 도 농회장을 교체할 시기가 아니며 농 회장직을 수행할만큼 유능한 인물을 알지 못한다고 말했다. 우리는 현재 조선농회 최고위직에 있는 인사가 농회장에 적합한지 물었다. 도지사는 "아니다"라고 답했다. 그는 다른 누군가를 제안하기를 거부했고 또한 제안된 후보들을 환영하는 것도 거부했다. 그는 우리가 무기한의 시간을 기다려야 한다고 주장했다. 결국 우리는 그의 농상공국장이 그 자리에 취임하기를 바란다고 말했고, 그 사이에 이화천 씨를 임시 농회장으로 임명하겠다고 밝혔다. 도지사에게 필요한 문서 등을 그에게 인계할 것을 요청했다.
4. 유 도지사와 했던 모든 접촉을 통해 우리는 그가 매우 비협조적이라는 사실을 알게 됐다.

Subject:- Notes on trip to Cheju Do pertaining to the interests of the Korean Agricultural Association.
1. In accordance with Ordinance #165 promulgated
Feb. 1, 1948 two men from National K.A.A. were sent to Cheju Do for the purpose of arranging the transfer of chairmanship from the Governor and Gun masters to new K.A.A. chairmen after gaining information and deciding upon men to fill the posts.
2. After contacting the Governor, several other officials, the former Governor and several Army personel regarding prospective candidates we came back to the Governor to discuss an appointment for the Provincial K.A.A.
chief.
3. The Governor, Mr. Ryu, stated that this was not the time to make this change and that he knew of no one who was strong enough to take the place. We asked if the present men filling the highest post in K.A.A.
would do for the chief. He replied, "No." He declined to suggest any one else and also declined to welcome any suggested candidate. He kept insisting that we should wait an indefinite time. We at last stated that we wished to have his chief of Agricultural
Commerce and Industry for the desired position and in the meantime would appoint Mr. Lee Wha Chun as the temporary chief, and to please turn over the required documents, etc., to him.
4. In all our contacts with the Governor, Mr. Ryu, we found him very uncooperative.
