나는 다가오는 몇 개월이 조선의 역사에서 갖는 중요성에 대해 되풀이해서 말하지 않겠습니다. 정부 구성이 이어질 이번 총선거는 가장 중요한 시기가 될 것입니다. 모든 성인이 자신의 정부를 구성할 대표자에 대한 그들의 선택을 자유롭게 표현할 선거의 성공과 실패 책임은 조선의 지도자와 정부뿐만 아니라 인민 모두에게 있습니다.
조선이 발전하고 있는 이 국면에서 여러분에게 주어진 책임을 간단히 열거하면 다음과 같습니다.
1. 여러분의 지역에 있는 모든 인민이 총선거와 그것을 관리하는 규정에 대한 세부적인 사항을 알 수 있도록 선거교육 프로그램에 모든 지원을 해야 합니다.
2. 선거 전과 선거기간 동안 모든 가능한 수단으로 자유로운 분위기를 보장해야 합니다.
3. 선거를 위해 여러분이 할 수 있는 모든 물리적 준비가 제시간에 완료될 수 있도록 보장해야 합니다.
4. 모든 조선인이 선거에 참여해 투표할 수 있도록 격려하고 이끌어야 합니다.
내가 여러분에게 강조하고 싶은 주요 항목은 바로 선거의 자유로운 분위기가 절대적으로 필요하다는 것입니다. 이에 대해선 그 누구보다도 유엔과 유엔임시위원단이 큰 관심을 갖고 있습니다. 자유로운 선거가 없다면 인민이 표출한 뜻을 알 수 없어 우리는 모든 것을 잃게 될 것입니다. 민주적 절차들은 자신의 대표를 뽑기 위한 선거에서 완전하고 자유로운 인민의 의사 표현에 전적으로 달렸습니다.
유엔임시위원단의 주된 임무는, 선출된 대표가 인민의 뜻을 실제로 대변하는지를 결정하는 분명한 목적을 갖고 선거를 참관하는 것입니다. 유엔 결의가 이를 명확히 하고 있고, 위원단 대변인 역시 그 같은 특징을 거듭 강조해 왔습니다. 우리는 유엔임시위원단이 조선인의 진정한 대표를 선출하지 못한 선거를 승인할 것이라고 기대할 수는 없습니다.
서로의 이해를 높이기 위해 자유로운 선거와 관련된 주요 요인을 간단히 열거하겠습니다. 이 자유를 보장하기 위해 고안된 몇 가지 규정이 곧 나올 것입니다.
우리가 말하는 자유로운 분위기는 반드시 다음 사항을 포함하고 있어야 합니다.
1. 표현의 자유. 이는 당면한 이슈에 대해 평화로운 방식으로 토론하고, 관료나 집단으로부터 간섭이나 압력 없이 공개적으로 혹은 사적으로 후보자의 자격에 대해 개인이 자유롭게 토론할 수 있어야 한다는 것을 의미합니다. 이 자유는 혼란이나 정부 전복을 촉발할 정도로 선동적이지 않다는 전제하에 모든 형태의 유세 전단과 벽보를 사용할 수 있다는 것을 포함합니다.
2. 출판의 자유와 같은 방식으로 언론의 자유.
3. 집회의 자유. 옥내외에서 질서 있는 집회와 회합은 참가자의 정치적 소신이나 노선을 불문하고 장려되어야 합니다. 그런 모임을 주최하는 지도자들은 당연히 질서에 대한 책임이 있습니다.
4. 정치적 신념과 무관하게 후보자들이 선거운동을 할 수 있는 자유. 이는 관료들로부터 어떠한 직간접적인 간섭이나 압력을 받지 않고 후보자들이 자유롭게 선거운동을 할 수 있어야 하고, 정치적인 혹은 비정치적인 다른 모든 시민에게 주어지는 것과 같은 보호를 받을 수 있어야 한다는 것을 의미합니다.
5. 법과 질서는 유지되어야 하며, 그렇게 함에 있어 정치적 신념을 이유로 억압 또는 억제하는 모든 조치는 반드시 피해야 합니다. 단순히 정치적 믿음 때문에 체포가 이뤄져서도 안됩니다. 반면에 우리가 자유로운 분위기를 유지하고 있는 한 정치적 폭력행위와 테러는 묵인되지 않을 것입니다. 이 같은 균형을 유지하기 위해서는 올바른 판단을 내려야 합니다.
자유로운 분위기를 유지하는 데에는 여러분의 지역에 있는 모든 사람의 이해와 협력을 구할 필요가 있습니다. 나는 조선인이 당면한 문제를 올바르게 이해하고 있을 때 그들의 훌륭한 판단에 대해 큰 존경심과 신뢰를 갖고 있습니다. 나는 여러분이 진정한 지도력을 발휘하고 인민들 사이에 이해의 폭을 넓힌다면 나의 과제, 여러분의 과제, 그리고 유엔임시위원단의 과제가 크게 간소화될 수 있다고 생각합니다.
마지막으로, 나는 각자의 영역에서 정부와 법과 질서를 대표하는 여러분에 대해 완전한 신뢰를 갖고 있다고 말하고 싶습니다. 또 큰 발전을 위해 주어진 이 도전에 맞서 여러분이 일어설 것이라는 믿음이 있습니다. 조선 최초의 민주적 총선거를 완전한 성공으로 일구어 세계적인 인정과 지지를 받을 수 있도록 여러분, 그리고 지역주민 모두와 힘을 모으고 협력해 나갈 것입니다.

MEETING OF PROVINCIAL GOVERNORS AND POLICE CHIEFS AT
SEOUL, 12 MARCH 1948.
I will not dwell upon the importance to your nation of the next few months of its history. The coming events of general elections to be followed by formation of a national government will set up a most critical period. The responsibility for the success or failure of the holding of elections where all adults may freely express their choice of representatives to form their government rests upon Korean leaders and Governmental officials as well as upon all of the Korean people.
Responsibilities accruing to you gentlemen in this phase of your nation's progress may be listed briefly as follows:
1. Give all assistance to the election-educational program to see that all the people throughout your area are informed of the details concerning general election and the regulations that govern it.
2. Insure by every possible means that a free atmosphere exists for holding the general election, both before and during the election.
3. Insure that all physical arrangements for the election that come within your scope are completed on time.
4. Encourage and lead all Koreans to vote in the election.
The principal item I wish to impress upon you is the absolute necessity for a free atmosphere for elections. This one feature is of more concern to the United Nations General Assembly and to the United Nations Temporary Commission on Korea than any other. Unless there are free elections we have gained nothing, because without free voting we will not have the will of the people expressed. Democratic processes depend entirely upon the full and free expression by the people at the polls to gain their representation in government. The primary duty of the UN Commission here is to observe the elections for the expres[s]

purpose of determining if the representatives elected do in fact represent the will of the people. The UN Resolutions make this clear, and the spokesmen of the Commission have reiterated that feature. We cannot expect the UN Commission to approve any elections that do not produce true representatives of the Korean people.
To insure our mutual understanding let me briefly enumerate the principal factors involved in free elections. There will soon be published some regulations designed to insure these freedoms. The free atmosphere we speak of must include:
1. Freedom of speech. This means individuals must be free to discuss in an orderly manner issues at stake and discuss the qualifications of candidates both publicly and privately without interference or pressure from officials or groups. This freedom includes the use of all types of campaign handbills and wall posters, providing they are not inflammatory to the extent of inciting disorders or overthrow of government.
2. Freedom of the press in the same manner as free speech.
3. Freedom of assembly. Orderly assemblies and meetings indoors and outdoors must be encouraged, regardless of the political beliefs or followings of the participants. Leaders calling such meetings must of course be responsible that they are orderly.
4. Freedom for candidates to campaign for election, regardless of their political beliefs. This means that candidates must be allowed free movement to campaign without any direct or indirect interference or pressure from officials, and must be given the same protection given to all other political or non-political citizens.
5. Law and order must be maintained, but in so doing, all measures smacking of oppression or suppression because of political beliefs must be avoided. No Korean man or woman can be arrested merely for a political belief. On the other hand, political hoodlumism and terrorism cannot and will not be condoned if we

are to keep a free atmosphere. Good judgment in maintaining this balance must be exercised.
In maintaining the required free atmosphere it is absolutely necessary to enlist the understanding and help of all the people in your areas. I have great respect for and great faith in the good judgment of the Korean people when they really understand the issues at stake. I believe that if all of you exercise real leadership and spread understanding among the people, my task, your task and the task of the UN Commission will be greatly simplified.
In closing, I wish to say that I have full confidence in you gentlemen, who represent government and law and order in your areas, and I express my complete belief that you will rise to meet the challenge offered by this chance for great progress, and will team up and cooperate both among yourselves and with the people in the provinces to make the first democratic general election in Korea a complete success, thus gaining a well deserved world wide approval and support.
