북조선에서 서북청년단이 보고됨 - 비밀 정보원에 따르면 극우서북청년단의 북조선 분파가 1월 15일부터 지하 활동을 진행하고 있다. 보고에 따르면 북조선 서북청년단은 그들의 정적인 극좌파가 남조선에서 사용했던 여러 전술을 차용하여 급속도로 성장하고 있다. 정보원은 북조선의 거의 모든 대도시에 서북청년단의 지부가 있다고 주장한다. 보고에 따르면 중국에서 군관학교를 졸업한 조선인이 38선 이북의 공산주의 활동을 방해하려는 이 우파 조직을 이끌고 있다.

1. Non-Operational Intelligence.
None reported.
2. Counterintelligence.
a. Sabotage.
In PUSAN sometime during the night of 20/21 May, three spans of power cable, totalling 400 feet, were removed from the vicinity of AFRS WLKC.
CIC and Korean police are investigating.
b. Illegal Activity of a Subversive Nature.
(1) The police of POSONG (1003 - 1304) reported that on 19 May 47, in
OAPYUNG-RI (1010 - 1304) they arrested 50 men who had been engaged in agitation among the farmers. They are believed to be members of the "South Korea Labor Party".
(2) Delayed report: In TAEGU (1157 - 1439) at 1230, 18 May 47, 1st Inf
MP's and City Policemen conducted a raid on a building, which contained a tailor shop near Camp Skipworth, in an effort to find ammunition which had been reported as being in this building. The following items were found and confiscated: About 40 suits of wool
OD's, Khaki, and fatigue uniforms; 15 pairs of combat boots; several canteens and canteen covers; 24 bottles of quinine; about 300 rounds of mixed ammunition, .45 Caliber and .30, about 25 rounds of which were unservicable due to being buried in the ground. A few other articles of government property was also found including some issue silverware and tools of various description. The owner and operator of the tailor shop had previously been employed at Camp Skipworth.
He is now confined in the TAEGU City jail.

a. Political Parties.

"Leftists Form New Party Branch in SEOUL - In a Leftist meeting, recently held in SEOUL to organize a new chapter of the KOREA PEOPLE'S REVOLUTIONARY PARTY, a special proposal was adopted to send a note of thanks to
Military Government for the dissolution order, executive order number one, of the Rightist-terroristic GREAT KOREAN DEMOCRATIC YOUTH ALLIANCE.
"The usual Communistic speeches were made which compared a 'suffering
South KOREA' with the 'Democratic North KOREA'. It was also reported that South KOREA Communistic labor unions had received an invitation to send representatives to the World Labor Rally, to be held in PRAGUE, and the World Federation of Youth meeting.
"COMMENT: While this note of thanks to Military Government was being drafted by the Leftists, executive order number two was also being drafted by Military Government. This second ordinance outlaws the Leftist counterpart to the illegal Rightist terroristic organization. This counterpart has been known as the CHOSUN DEMOCRATIC YOUTH ALLIANCE."

b. Relations with U. S. Forces.
Attacks on U. S. Troops.
At about 1100, 20 May 47, an officer of the 48th MG Co. in KUNSAN (972 - 1450) raided an illegal rice mill which he had discovered near TONGSA-RI (980 - 1448). He was alone, and armed with a pistol. He found two men in the rice mill and ordered them to stop work, sack up the rice they were working on, and to put the rice in his jeep. At this order one of the men ran out and got a third Korean, and the three attacked the officer, seized his pistol and beat the officer with a rubber hose and sticks. He was left unconscious on the floor of the rice mill. The three men escaped, taking his pistol. When the officer recovered consciousness he was able to drive his jeep back to his unit. The pistol complete with ammunition was turned in to the local police by a Korean who claimed that he found the weapon and ammunition on a road. Police have been alerted all over the province and have been furnished the descriptions and names of the three men who assaulted the officer. CIC and MG are also investigating.
4. Summary of Intelligence in Adjacent Areas.
a. (EXTRACT: USAFIK G-2 Periodic Report #533, 17 May 1947):
"Ex-Japanese Army Officers Would Have Replaced Americans - Early translations of documents seized in the office of MIN Byung Chung, who was recently arrested for mapping secret plans for an underground army and navy, reveal that MIN had extensive classified information on the Korean Coast Guard as well as information of ship tonnage, names and other detailed information on the UNITED STATES Coast Guard. Plans for the reorganization of the Korean Coast Guard were found on the person of MIN, who is a discharged Korean Coast Guard officer. Other plans were found in MIN's home which dealt with the reorganization of the Department of Internal Security and the Korean Constabulary. MIN admitted he formulated these plans because things were not being run according to the way a group of insiders thought they should be run. These insiders include three Koreans who were high ranking officers in the Japanese armed forces; the head of the Department of Internal Security as well as that department's chief inspector and the administrator; and MIN, who is a former Japanese major.
"MIN told CIC investigators that the main objective of the plan was to get all former Japanese army officers into office and then remove the present American officers now connected with the department and the constabulary."

"Dr RHEE Stopped At Least Temporarily - The mass anti-trusteeship meeting called for 18 May by Dr RHEE Syng Man was cancelled by Military Government Ordinance Number Three which states that no mass political meetings will be held between 17 May and the time the US-USSR Joint Commission is adjourned.
"COMMENT: This ordinance is a counter-measure to Dr RHEE Syng Man's threat for an all out anti-trusteeship program which could easily sabotage the entire US-USSR Joint Commission effort. Whether this ordinance will stop Dr RHEE's announced program beyond 18 May is problematical as he has stated he would continue with his anti-trusteeship program regardless of the ordinance, or any consequences."
d. (EXTRACT: USAFIK G-2 Periodic Report #534, 19 May 1947):
"NORTHWEST KOREAN YOUTH ASS'N Reported in North KOREA - The North KOREA faction of the extreme-rightist NORTHWEST KOREAN YOUTH ASSOCIATION has been promoting under-ground activities in North KOREA since 15 January, according to a confidential informant. 5. Miscellaneous.
a. On 20 May CHINJU (1148 - 1356) police report, unconfirmed, stated that in UIRYONG (1125 - 1373), there were two cases of Cholera one of which has died. MG Public Health Service is checking on this report.
b. A U. S. Mark 25 mins found in PUSAN harbor just off CHO Island was detonated by Ordnance Officers at 1115, 21 May 1947.
