a. 전반적 상황
1947년 6월 13일부터 9월 13일까지 민간인 소요 요약
제6보병사단 관할 지역 내의 민간인 소요 발생 속도가 빨라지고 있다. 정보참모부의 기록에 따르면 지난 3개월 동안 전체 220건의 폭동과 소요가 127곳의 읍면에서 발생했다. 이는 하루 평균 폭동과 소요가 2.2건이나 발생했음을 말해주는 것이다. 민간인 소요의 원인은 1947년 7월 10일 자 정보참모부 보고 제630호와 1947년 7월 24일 자 정보참모부 보고 제644호에 나와 있는 요약과 같다. 좌익과 우익 사이의 은밀한 내전은 현재 발생하는 대부분의 소요의 원인이 되고 있다. 소요는 여전히 경상남도에서 가장 많이 발생하고 있다. 소요를 지방별로 요약하면 다음과 같다.

Subversive Activity.
a. Espionage.
Extract from PUSAN CIC Report #381, 17 September 47: "The following is a delayed report from the MASAN (1150 - 1357) Sub-office: According to reliable information CHUNG, Jae Suk, (age 24), residing in CHUNJU-BU is a member of the 'Inspection Party', People's Public Safety Section, North
Korea and a member of the 'North Korean Labor Party' since May 46. He has come to South Korea and obtained a job at the 53rd FA Bn. He is acting outwardly as if he dislikes the Soviet policy in North Korea and supports the American policy in South Korea. Possibility of his having subversive motive in South Korea is being checked by this office (CIC)."
b. Terrorism.
(1) KUNJE (989 - 1429) - LEE, Ki Chul, vice-chairman of the KUNJE branch of the "Korean National Youth Movement" (KNYM) reported to CHONJU
(1015 - 1432) CIC Sub-detachment that approximately a month ago the
Young Men's Alliance of the "National Society for the Acceleration of Korean Independence" (SAKI) began arresting and beating members of the KNYM because too many members of the Young Men's Alliance are quitting the SAKI and joining the KNYM.
(2) HAMAN (1142 - 1302) - On 14 September 47, two members of the "Kwang
Bok Young Men's Association" were arrested for beating up the Chief of HAMAN Myon. HAMAN police reported that they had confiscated a single barreled .12 guage shot-gun (Stevens make) along with 30 rounds of ammunition and a loading set from a Korean. The Korean claimed that he was using it for hunting purposes.
(3) CHINYONG-NI (1172 - 1370) - On 17 September 47, CIC rescued the leader of the Leftist "Laborer's Association" in CHINYONG-NI, KU, Chu Hung, and his wife from the "Kwang Bok Young Men's Association"
who were beating them. The KBYMA accused KU of killing a member of the KBYMA about a month ago. KU and his wife are being held at the CHINYONG-NI police station.
c. Secret Organizations.
Extract from PUSAN CIC Report #381, 17 September 47: "Secret Organization is under Preparation by Right Wing Parties - The following information was obtained from a personal interview with KIM, Il Wan, (age 45), residing at CHUNG-DONG, SEOUL. It has been noticed by the MASAN office, that the Right Wing is preparing to organize the 'Paek Yi Sa', a secret organization. Under this association, all Right Wing political parties, social organizations, youth associations and Moments Association will unite together in every Province, Gun and Myon. When this secret organization is set up, all Right Wing parties will begin to act openly by a patriotic movement under a strict order system as well as a military order system."

d. Illegal Activity of a Subversive Nature.
(1) CHONJU (1015 - 1432) - A policeman was reported to have questioned a CHONJU CIC interpreter and houseboy about working for the Americans. This particular policeman is not a member of the police force in Cholla-North Province. The interpreter reported that the policeman was PAK, Kyee Jil, (age 24), who lives in NASONG-NI, KWANGSUNG Myon, and who is AWOL from the police school at Chungchong-South Province. Police are attempting to locate PAK.
(2) CHINYONG-NI (1172 - 1370) - Extract from PUSAN CIC Report #381, 17 September 47: "An Agent on his way from MASAN (1156 - 1357) to PUSAN noticed approximately 150 men in formation (column of twos) marching toward CHINYONG-NI with bamboo spears placed on their right shoulders. The leader was asked the reason for this demonstration and he said that the group were members of the 'Kwang Bok Young Men's Association' (KBYLA) and had just returned from TOKSAN (1080 - 1400) after helping a small branch of the KBYLA fight the 'Farmer's Association' in TOKSAN. The leader said permission was given them by the PUSAN KBYLA to carry on such activities. The incident was reported to CHINYONG-NI police who were requested to disarm the group."
(3) MASAN (1156 - 1357) - Extract from PUSAN CIC Report #381, 17 September 47: "Early on the morning of 10 September 47, MASAN police arrested six students of the MASAN Middle School because the police had obtained information that they were preparing a school strike."
3. Civil Relations.
a. General Conditions.
SUMMARY OF CIVIL DISTURBANCES FROM 13 JUNE 1947 TO 13 SEPTEMBER 1947:
The tempo of civil disturbances in the 6th Inf Div zone of responsibility is still increasing. Records of the G-2 office disclose that a total of 202 riots and disturbances have taken place in 127 different cities and towns, during the past three months. This is a daily average of 2.2 riots and disturbances. The causes of these civil disturbances are the same as those previously listed in the summaries contained in G-2 Report #630, 10 July 47 and G-2 Report #644, 24 July 47. The undeclared Civil War between the Rightist and Leftist is at the present time causing most of the disturbances. Kyongsang-South Province still leads. A summary of disturbances by provinces follows:

b. Civil disturbances by Province.
Kyongsang-South:
(1) SAMCHONPO (1107 - 1324) - At 1140, 17 September 47, members of the "Great Korea Labor Party" (GKLU) attempted to occupy the building of the "Haptong Labor Association" (HLA), Leftist, because they claimed the Leftists did not legally own the building. The HLA was forced to evacuate but later returned with 200 people, who stoned the GKLU. Fighting broke out, in which one Leftist was killed and several injured. Police arrived, dispersed the crowd and arrested five Leftists.

(2) PANGO-RI (1240 - 1394) - At 0200, 15 September 47, a crowd of approximately 300 Leftists attacked a hotel in which 13 members of the "Great Korea Labor Union" (GKLU), who were in PANGO-RI on a recruiting drive, were quartered. One GKLU member was killed and two GKLU members were injured by Leftist spears. Police arrived and broke up the disturbance. At 0230, 15 September 47, 20 police reinforcements from ULSAN (1234 - 1403) arrived in PANGO-RI. The police arrested 71 Leftists and confiscated 60 wooden and bamboo spears. The situation was reported quiet at the close of period.
(3) MUGYE-RI (1181 - 1358) - Additional data on disturbance of 16 September 47 (Ref Par 3a(3) of G-2 Report #099, 17 September 47): At 1930, 16 September 47, two separate groups, one consisting of 100 Koreans and the other of approximately 400 gathered on the outskirts of MUGYE-RI. The police dispersed the crowd of 100 but the crowd of 400 refused to disperse and were intent on storming the police station and the "Kwang Bok Young Men's Association" Hq and they began threatening the police. The police were forced to fire 28 rounds into the crowd, killing one Leftist.
At 1800, 18 September 47, an officer of the 6th Inf Div Arty observed approximately 40 men armed with clubs and spears gathered on the outskirts of the southside of MUGYE-RI. The officer had reported seeing this group earlier on the morning of 18 September 47 in the same location but at that time they were without weapons. A patrol from the Div Arty is investigating.
(4) PUSAN - At 1230, 17 September 47, approximately 30 uniformed members of the "Great Korea Labor Union" (GKLU) and their band departed for SEOUL. A check at 0830, 18 September 47, at the GKLU Hq revealed that 127 of the SEOUL GKLU were still in town. They claimed that they had not received a "direct order" from the police to get out of town. The "direct order" was given them later in the morning and at 1830, 18 September 47, approximately 60 uniformed SEOUL GKLU marched to the train and departed. They were accompanied by the 12 women organizers that had arrived with them from SEOUL.
4. Summary of Intelligence in Adjacent Areas.
(EXTRACT: 7th Inf Div G-2 periodic Report #209, 11 September 47):
"Sabotage" - At 0030, 10 September 47, a 707th Ord Co guard, on duty outside a large warehouse which contains major unit assemblies (major replacement items for vehicles and tanks), noticed through a rear window flames climbing up the inside wall. The alert guard immediately ran around the building and entered through one of the two big doors. As he entered the building he saw three men setting the fire, covered by one man standing in the center of the warehouse. According to the guard's description, these four individuals were not Koreans, but were large well built men. When the sentry challenged by saying 'Hey!', the coverman fired one shot at him, missing. The guard took cover behind a large crate and opened fire on the three men setting the fire. He fired a burst of five rounds from an automatic carbine and believes one man was hit in the stomach, as the other two men came to his assistance. The coverman fired another shot at the sentry, this time splintering the crate next to his head. The sentry stated both rounds were fired from a small, hand weapon. As the soldier raised up again he noted the two men carrying the wounded man out another large door. At this moment the sentry claimed he was hit on the back of the head, knocking him unconscious. The roving patrol arrived on the scene just as the guard was regaining consciousness. The elapsed time between the time of the first shot and the arrival of the patrol was approximately three minutes. The fire had extinguished itself, causing no damage. The sentry is of the opinion that these four men conversed in Russian. CIC is investigating.
"COMMENT - No blood was located on the floor of the warehouse. Due to reconstruction of the road around the 707th Ord Co compound the fence is open in certain places, allowing unobserved entrance and exit into the area. The sentry was wearing a helmet liner when struck. The liner was not damaged but

the sentry stated he was hit low on the back of his head behind the ear. No bruises or abrasions were observed on his head. The two large doors of the warehouse were not locked during the night because of the poor type construction of the building. The sentry stated he has heard Russian spoken before."
5. Miscellaneous.
a. KYONGJU (1219 - 1437) - At approximately 1500, 14 September 47, NA, Chae
Yong, (age 24), a private in the TAEGU (1157 - 1439) Constabulary on guard on a railroad bridge one mile north of KYONGJU, was approached by a Korean and asked if he would kill some animals that were destroying his rice crop. The Sgt of the Guard RHEE, Yong Soo, and Pvt NA followed the
Korean to his rice paddy and on the way to the paddy the men stopped at a Korean home for a drink of water. Pvt NA left his rifle outside the house. Some children started to play with the weapon so NA unloaded it.
He thought that he had removed all of the ammunition but upon pressing the trigger a round which was in the chamber went off killing a woman, KIM, Hon Tae, (age 65), and a boy KIM, Pyung Ho, (age 12), both residents of KYONGJU, who were walking in the path of the bullet. It is the opinion of the investigating officer that the deaths were due to negligence and disregard of orders by Pvt NA. Lt KIM, in charge of guarding the town of KYONGJU, is conducting an investigation.
b. POHANG (1233 - 1461) - Two Korean children found a mortar dud on the
Camp WIGGINS reservation at POHANG. They threw the dud down and it exploded, seriously injuring the two children and two other Koreans standing near-by. None were injured fatally.
