1. 1946년 4월 3일 현재의 기근과 폭력 관련 각종 루머에 대한 서울 시민의 의견을 청취했다. 그 내용은 아래와 같다.
2. 폭동 위험. 식량난에 대처하기 위해 서울지역 300개 정(町) 사무소 대표로 구성된 위원회가 조직됐다. 이 위원회는 시위 계획을 세우고 있다. 종로경찰서가 그 대략적인 내용을 파악했다. 경찰은 각 정 대표들을 방문해 3~4일만 기다려 달라고 설득했다. 일부 정 대표는 경찰에 며칠 내로 군정이 효과적인 계획을 내놓지 않는다면 심한 폭력과 폭동이 발생할 것이고, 특히 미군정청사나 시청이 공격을 받을 수도 있다고 했다. 공격에 무기가 사용될 것이란 루머는 아직 없다.
3. 암살 위험. 식량난이 가중될 경우 군정에 고용된 조선인이 피살될 수 있다는 생각이 퍼져 있다. 이런 생각이 특정인을 향한 것은 아니지만 군정 고용인 전체를 향해 있다. 이 말의 배후에 어떤 조직적인 음모가 있다는 증거는 없다.
4. 기근. 2건의 추가 사례 (1946년 4월 2일 이 사무실에 6건이 보고 됐음.) 2건의 이름과 주소는:

박은 인쇄소 직원인 아들과 살고 있다. 그들은 아들이 벌어오는 한 달 990엔에 의존해 살고 있는데, 이 돈으로는 충분한 식량을 살 수 없다. 한 달 전 그들은 하루 국 한 그릇으로 식사량을 줄였고, 쌀도 줄였다. 그러나 쌀은 20일 전 동이 났고 이후 국만 먹고 살았다. 어머니는 3월 22일 굶어 죽었다.
이정근은 일용직 노동자이다. 5일 전 돈이 떨어졌고 식량을 살 수 없었다. 며칠 뒤 굶어 죽었다.
5. 극빈자에 대한 배급. 각 정 사무소는 극빈자들에게 하루 2홉씩 쌀을 배급하고 있다. 실제로는 극빈자가 아니면서 정 사무소에 거짓 진술을 하는 사람이 많다는 보고가 있다. 그들 중 일부는 실제로 배급을 받아간다. 이는 정 사무소 직원들에게 큰 골칫거리가 되고 있다. 극빈자에 관한 한 그 시스템은 효과적으로 보인다. 그러나 직장은 있으나 가족을 먹여 살리기에 충분한 돈을 벌지 못하고 있는 사람들을 위한 대비가 없어 일반 대중은 그 제도가 효과적이지 않다고 생각한다.

SUBJECT: Public opinion in Seoul relative to the food crisis.
TO : Director, Department of Public Information
1. On 3 April 1946 interviewers from the Opinion
Sampling Section circulated among the people of Seoul collecting information on starvation and any rumors of pending violence. The following information was reported.
2. Danger of riots. A committee for taking measures to meet the food crisis was organized by the representatives of
300 chung offices of Seoul. This committee undertook to plan a demonstration. The scheme was detected by the staff of the Chongno police station. Thereupon, the police visited each chung leader and persuaded him to wait three or four days. Some chung leaders told them that if no effective plan is enforced by Military Government within the next few days, there would be considerable violence and rioting, and specifically, that some individuals might attack the capitol building or the City Hall. No rumors of any arms to be used in the coming "attack" have been picked up.
3. Danger of assassination. If the food crisis grows worse, it is generally felt by the public that some of the
Korean employees of Military Government will be killed.
The feeling does not seem to be directed against any particular employees, but against all in general. No evidence has been uncovered of any organized plot in back of this talk.
4. Starvation. Two additional cases of starvation were located. (Six were reported on 2 April 1946 by this office.)
The names and addresses of these two are:

LEE, Chung Kun 6 Chungwoon chung
Pak was living with her son, an employee of a printing office.
They were living on the salary which the son received from the office, W990.00 a month, with which they could not purchase sufficient food. One month ago they were reduced to eating one bowl of soup a day, plus a little rice which they had saved.
Twenty days ago the rice ran out, and they commenced living [illegible]

on the soup. On 22 March the mother died of starvation.
LEE, Chung Koon was a day laborer. Five days ago his money ran out, and he could afford to buy no more food. A few days later he died of starvation.
5. Distribution to the destitute. Each chung office is distributing rice to the destitute at the rate of 2 hop a day.
It is reported that there are many who, though not actually poor, make false statements at the chung offices. Some of these people are actually receiving rations. This is causing considerable trouble for the staffs of the chung offices. As far as the destitute are concerned the system is believed to be effective. However, the general public believes the system to be ineffective because there is no provision for those people who have a job but not sufficient money with which to feed their families.
