정보참모부 정기보고 기간: 1947년 3월 12일~1947년 3월 13일 주한미육군사령부 서울, 조선 1947년 3월 14일 제479호 민간인 소요 첨부문서 1번 1947년 3월 14일 제주읍(950-1150)(33°30'N-126°32'E) 1947년 3월 13일 자 미군정과 경찰의 보고에 따르면 미군정 관리들이 파업에 돌입하거나 사직하고 있으며, 이 가운데에는 경찰 약 50여 명이 포함되어 있다. 이는 3월 1일에 있었던 경찰의 행위 때문이다. 중무장한 응원경찰이 이미 섬으로 파견되었으며 금일 미군정청과 주한미육군사령부의 조사반도 파견되었다. 파업의 범위는 통신 장애로 파악되지 않고 있는 상황이다. 경찰의 이 행위로 6명이 사망하고 숫자 미상의 사람들이 부상을 입었다. 미군은 군중을 해산시키는데 활용됐지만 무기를 사용하지는 않았다.(정기보고서 제469호 4a 참고)

OPERATIONAL INTELLIGENCE None. 2. NON-OPERATIONAL INTELLIGENCE None. 3. COUNTERINTELLIGENCE a. Sabotage -- None reported b. Espionage -- None reported c. Terrorism School Teacher Killed by Students A delayed report from KWANGJU¹ CIC states that at approximately 1005 on 02 March, nine students of the KWANGJU Normal School assaulted PAK, Un Suk, teacher at the Normal School, at his quarters at the school dormitory. Mr. PAK died at 1630 on 04 March as a result of this attack. The students have not been apprehended, although the identity of three are known. All the attackers are members of the Normal School Fighting Committee. d. Secret Organizations -- None reported e. Mail Interceptions Communists Infiltrating the Police Organization A report from the Metropolitan Police Division, SEOUL, to the Chief of the Fourth Police Division, CHUNGCHONG-PUKTO, is extracted as follows: "The tentacles of the South Korean Labor Party, which is supporting 1 KWANGJU (990-1350)(35°38'N-126°54'E) Confidential XXIV CORPS G-2 P/MARY [illegible] the trusteeship and seeking to Russianize KOREA, extend gradually to the interior of the National Police Force. They have formed a police section within the party calling it the Preparatory Committee for Construction of Democratic Police. They are harassing the National Police with vicious rumors and literature, and have infiltrated their agents into many units of the police organization to carry on their work. They eventually plan to overthrow the National Police. Around the middle of February the police discovered that they were planning another riot and massacre in South KOREA." (SE0/3605, report dated 08 March) COMMENT: The above report also listed names of known members of the Preparatory Committee of the South KOREA Labor Party and requested that these persons be watched. Reports have been received of possible serious uprisings in South KOREA if the MOSCOW Conference does not produce definite action in dissolving the Korean problem. This action can be expected by all parties, and it appears that they both have well advanced plans, with the Rightists working through the Assembly, which they control, and the Leftists preparing all of the Left Wing for strikes and uprisings, both in government and industry. (See par 4b 3. P/R #471) f. Telecommunications -- No violations reported 4. CIVIL RELATIONS a. Disturbances See Inclosure # 3 b. Political Parties and Other Organizations (1) 30th Session of the Legislative Assembly The Assembly convened at 1320 on 13 March with YOON, Ki Sup acting as Chairman in the absence of Dr. KIM, Kyu Sik, who is reported as being ill. Fifty-two members were present. The entire session was devoted to a discussion of the proposed changes to Section VII of Ordinance 102 (Subject: Board of Regents of SEOUL National University, dated 22 August 1946) no action, other than a discussion, took place. The Education and Welfare Committee recommended (see par 4b (4) P/R # 474) the following: (a) The Board of Regents should be selected by a committee formed by the Heads of Departments and then approved by the Assembly. (b) The present Board of Regents should be discontinued as no longer necessary. 2 Confidential DECLASSIFIED Authority [illegible] XXIV CORPS G-2 P/R # 479 Confidential (c) The salaries of the Board of Regents should be established by the "highest executive official". A long discussion then centered on the question as to whether the proposed changes would settle the school strike. Following this discussion the proposals listed below were recommended for consideration when a quorum is present and action can be taken: (a) Professor's opinions should be considered in the management of the college and the study program. (b) The treatment of the professors should be improved, especially their salaries. (c) Invite able domestic and foreign professors to the university staff, and exchange students with other countries. (d) Improve the physical plant of the university and the quantity of supplies received. (e) Equalize the distribution of funds among the Colleges. (f) Consider the independence of the separate colleges. (g) Eliminate elements which plan to disrupt the university by politics. (h) Exclude professors who agitate for strikes. The Assembly adjourned at 1730. The next session will be held at 1300 on 14 March. (2) Leftist Propaganda Admonishes Followers to be Patient A confiscated Leftist document received by CIC on 07 March has been translated. This document is extracted as follows: "Actually it is too early to want to be independent. With what can we be independent? Be conscious of the fact that we have no capacity to be a people of an independent state. "It was only RUSSIA that loved and rescued KOREA. Without Russian help, neither Korean independence nor national happiness will be realized. From the geographical point of view, RUSSIA is the only country for whose assistance we can ask. "Thirty million Korean People !! Let us realize the Communistic society as soon as possible so we can enjoy happiness. If we fail to realize the Communistic society in KOREA, it would be the end of the nation." " * * * *Hurrah for PAK, Heun Yung, new president of the People's Republic." 3 Confidential DECLASSIFIED Authority [illegible] XXIV CORPS G-2 P/R # 479 Confidential COMMENT: To date it has not been possible to check the source of this document. It is interesting to note that the Left is again referring to the People's Republic, which was a Leftist government in KOREA formed a few weeks after the start of the American occupation. (3) LYUH, Woon Hyung may Reject Trip to India According to an informant, LYUH, Woon Hyung may not accept the trip to the conference of Asiatic Nations to be held in INDIA. (See par 45 (1), P/R # 476). The reasons for this are as follows: (a) LYUH thinks that he will lose the ground gained in his current effort to establish a new political party, and in re-establishing himself as a political figure. (b) LYUH feels that the delegation is not made up of important enough Koreans to attend a conference of such importance, and that those representatives will have no power to act or speak. COMMENT: LYUH is at present putting all his efforts into an attempt to organize a new moderate left party. (Reported to be named either the People's Republic Party or the People's Vanguard Party). Any absence at this critical time would result in a serious setback to his efforts. c. Korean Items (1) For the purpose of showing matters of current public interest in KOREA, translations have been made of the leading headlines in all major newspapers in SEOUL, and the texts of articles that are considered to be of particular interest. (See Incl #2) (2) A digest of the 14 March edition of all newspapers published in SEOUL has been prepared by the Public Relations Office, this headquarters. The "Korean Press Summary" is attached hereto. 5. SUMMARY OF INTELLIGENCE IN ADJACENT AREAS Mail Interceptions North Koreans Preparing to March Into South KOREA A letter from O. Chong Se, KAESONG[illegible], to the Chairman of the Northwest Korean Youth Association, SEOUL, is extracted as follows: "In North KOREA, the Leftists are doing their final work; they dream of KOREA's becoming a satellite country of the Soviet Union. 4 Confidential DECLASSIFIED Authority NND 74[illegible]070 XXIV CORPS G-2 P/R # 479 Confidential " * * * * In North KOREA they are preparing for a war without reason. A Leftist says that it is in preparation for a revolutionary war, and that when both the US and Soviet Armies withdrew from KOREA, they will march as far as PUSAN in two days. Both the Soviet Union and the North Korean People's Committee appropriate enormous amounts in secret for military expenses. "These reports are reliable, for I picked them up in my capacity as master of the HAEJU Branch of the Democratic KOREA, which is an organ of the North Korean People's Committee, and also in the capacity of the Director of the Publication Department of the Democratic Youth's Union in HWANGHAE-DO." COMMENT: This is a subject which has received considerable attenti recently. The above report also goes into the details of the North Korean military establishment which is to accomplish this revolution. 6. MISCELLANEOUS Attacks on American Troops A report from KOREA Base Command states that at 2120 on 10 March at WOLMI-DO (island) an American guard was slugged while investigating a light among some boats. Korean Press Summary 1 - KAESONG (950-1690)(37°38'N-126°34'E) 2 - PUSAN (1200-1340)(35°06'N-129°02'E) 3 - WOLMI-DO (960-1630)(37°28'N-126°36'E) 5 Confidential DECLASSIFIED Authority NND 745070 XXIV CORPS G-2 P/R # 479 Inclosure #1 Confidential CIVIL DISTURBANCES 14 March 1947 CHEJU CITY (950-1150)(33°30'N-126°32'E) 13 March 47- Reports from Military Government and the National Police state that MG employees, including fifty police, have either gone on a strike or resigned from their positions as a result of the police action on 01 March. Heavy police reinforcements have been dispatched to the island. In addition, investigating groups have been sent by USAMGIK and USAFIK. The extent of this strike is in doubt due to the difficulty of communication. The police action referred to resulted in the death of six persons and the wounding of an unknown number. US Troops were used to disperse the crowd, but did not use weapons. (See Par 42, P/R #469) YESAN (980-1530)(36°40'N-126°50'E) 06 March 47 - CIC at TAEJON reports that a feud between Right and Left came to a climax in the Yesan area when the two factions met and engaged in hand-to-hand combat and broke the office furniture in a Leftist headquarters.
