C-O-N-F-I-D-E-N-T-I-A-L G-2 PERIODIC REPORT From: 171800/I Feb 47 To : 181800/I Feb 47 Headquarters, USAFIK Seoul, Korea 1000/I 19 February 1947 No. 460 MAPS: KOREA, 1/250,000 Eastern ASIA, 1/1,000,000 1. OPERATIONAL INTELLIGENCE None. 2. NON-OPERATIONAL INTELLIGENCE None. 3. COUNTERINTELLIGENCE a. Sabotage - None reported. b. Espionage - None reported. c. Terrorism - None reported. d. Secret Organizations - None reported. e. Mail Interceptions (1) Leftist Propaganda In TAEGU LEE, Ki Tal, TAEGU, inclosed a poster found in TAEGU with a routine report to the Chief of the Opinion Sampling Section of the Department of Public Information, USAMGIK. This poster is an excellent example of the type of propaganda used by the Leftists throughout South KOREA. (See Inclosure number 1.) (2) Police Report Spreads Rumor A police report from the Director of the Department of Police, USAMGIK, SEOUL, to the Headquarters of the National Defense Guard, SEOUL, contains the following statement by MIN, Sern Ki of the Constabulary: "While I was working at the KIMPO airfield as a guard, I discovered several times that the US Army exported several ton KAMANI (1 KAMANI equals 19.04 gallons) of Korean rice. It was sent out secretly by airplane to foreign countries." (SEO/3262, letter dated 06 February) Comment: This report is included to show the type of frequently unreliable information passed on by the police. Many rumors garnished with lurid details have been received recently stating that rice is being transported out of the country in ships. According to some of these rumors clashes have occurred between members of the Korean Constabulary and the American Army stationed at ports which resulted in casualties to both forces. Such rumors affecting the food supply can easily lead an emotional people to opposition to the rice collecting program or to violence. f. Telecommunications - No violations reported. 4. CIVIL RELATIONS a. Disturbances - None reported. b. Political Parties and Other Organizations (1) Legislative Assembly DECLASSIFIED Authority NND 745070 CONFIDENTIAL XXIV CORPS G-2 P/R #460 CONFIDENTIAL The Assembly convened at 1330 on 18 February with YOON, Ki Sup acting as Chairman in the absence of Dr KIM, Kyu Sik. The number of members present varied from 59 at the start of the session to a maximum of 64. The Secretary of the Assembly read the report of the Qualifications Committee which approved three of the five appointed members and two elected members from CHEJU-DO. The members approved are: Appointed KIM, Ik Tong KIM, Sang Dawk LEE, Kap Song Elected O, Kwon Kock KIM, Kwang Hyun The Qualifications Committee has not as yet received the names of the other two appointed members, LEE, Kwan Koo, and PAK, Yong Hi. The report of the committee was voted on and accepted. KANG, Soon, and other Leftists, introduced a proposal to revise the rules of the Assembly in so far as the freedom of the Committees to discuss and propose problems is concerned. The present rules state that the Committees will be limited to work on problems presented to them by the Assembly. The proposal was rejected when put to a vote. BAIK, Kwan Soo, chairman of the Legislative and Judicial Committee, read the report of the Committee on the subject of a member of the Assembly holding an official government position. The decision of the Committee was that a member can not hold two positions of this type and that in the future the approval of an appointment to another government position would automatically include the resignation of the member from ILA. The budget of the Assembly caused considerable discussion, but was transferred to the Fiscal and Economic Committee for action. The Assembly adjourned at 1720. The next session will be held Thursday, 20 February at 1300. (2) School Strike Increases In Southern Provinces A Sixth Division report received at 1700 on 18 February states that the entire student bodies of the following schools went on strike on Tuesday, 18 February: PUSAN Normal School Commercial School Tyongnam Middle School Technical School Gardning School TAEGU 5 Middle schools (names not known) Medical College(partially on strike at the time) Normal School Agricultural School TONGNAE Middle School KWANGJU West Middle School DECLASSIFIED Authority NND 745070 2 CONFIDENTIAL XXIV CORPS G-2 P/R #460 CONFIDENTIAL The total number of students on strike in PUSAN is 4,000. In TAEGU 10 of the 15 Middle schools are on strike, a total of 7,286 students out of 10,586. There were no disturbances connected with the strikes. Comment: The cause of this wave of strikes is given as the same as the other school strikes in South KOREA; (1) Nationalization of the school system, (2) Release of students arrested 22 December 1946, (3) Non-interference by police. Insufficient information is available at present on this new wave to warrant further comment. In the SEOUL area the present number of students out on strike is approximately 20,000. This figure has been more or less constant during the past two weeks. (3) South Korean Labor Party In CHONGJU To Cooperate With USAMGIK A CIC report dated 17 February states that KIM, San Ju, vice-chairman of the South Korean Labor Party of CHUNGCHONG-PUKTO, will soon report to the Governor of the Province and deliver a message stating that his party is ready to cooperate fully with USAMGIK. Comment: Several offers of cooperation are being tendered by the Leftists, but they are usually tied to the strings of an election held according to their ideas. c. Korean Press (1) For the purpose of showing matters of current public interest in KOREA, translations have been made of the leading headlines in all major newspapers in SEOUL, and the texts of the articles that are considered to be of particular interest. (See Incl #2) 5. SUMMARY OF INTELLIGENCE IN ADJACENT AREAS Telecommunications Interim Peoples Committee Requests Reopening of Joint Commission A broadcast from PYONGYANG on 17 February stated that a general meeting of the Peoples Committee was held in PYONGYANG. Upon conclusion of the meeting a letter of appreciation was sent to STALIN, and a request to reopen the US-Soviet Joint Commission was sent to the USA and to RUSSIA. 6. MISCELLANEOUS None.
