8월 18일 일단의 폭도들이 옹포리 부근에서 경찰 순찰대를 기습하여 순찰대장을 살해했다. 경찰은 응사했으며 폭도들은 흩어져 달아났다. 동일 집단이거나 아니면 같은 지역에서 활동하는 유사 폭도집단이 대동청년단원 1명을 납치해 조수리 방향으로 사라졌다. 8월 19일 오전 6시 경찰은 일단의 폭도들을 공격하여 3명을 생포하고 납치됐던 대동청년단원을 구해냈다. 또 보고에 따르면 남로당원들이 강압과 협박으로 북한선거 투표용지에 서명을 받아 내고 있다. (미군정 보고, B-2)

(2) Communist Activities On CHEJU-DO
On 18 August a group of raiders ambushed a police patrol
in the vicinity of ONGTO RI (924-1138) and killed the police Lieutenant
in charge. Police returned the fire and the raiders dispersed.
The same group, or a similar group of raiders operating
in the same area, kidnapped one member of the UNITED YOUNG MEN'S PARTY.
This group then went to CHOSU RI (921-1130). At 190600 August the
police attacked the raider group, captured 3 of the raiders and released
the UNIP member.
It is also reported that SOUTH KOREA LABOR PARTY members
on CHEJU-DO are obtaining signatures on North Korean election ballots
