THE HONORABLE THE SECRETARY OF STATE, WASHINGTON. SIR: In this connection, the composition of the Board of Special Investigators becomes all important since only this body can initiate [illegible] inquiries and pass reports on for prosecution. The ten members [illegible] one from each of eight provinces, one from Seoul, and one representing Cheju do and Hwanghae Province, have just been chosen from among assemblymen, and of their number one is openly a member of the Hankook Democratic Party, and is regarded by no secretly a member, four are members of the National Society for the Acceleration of Korean Independence (NSAKI), two are members of the Korean Independence Party, and two are independent. Two members of the Hankook Democratic Party x re defeated during their bid for membership, and replaced by the NSAKI and the Independent. KIT: Kyung Bai, NSAKI representing both Cheju and Hwanghae (south of 38th parallel) provinces, is a well-to-do farmer who has been a supporter of the Dai Hong youth corps in his area, and seems now to steer a middle course.
