Reference Seoul Polad No. 389, May 26, regarding new election on Cheju Island, General Dean, as Military Governor, on June 10 by executive order (text quoted last paragraph below) postponed this election for indefinite period due to continuing unsuppressed disorders on that island which proposed new election on June 23 would aggravate with corresponding increase in loss of life. For comment on these disorders see POLAD airgram 58, May 4. Before issuing this order, matter of indefinite postponement was taken up with Assembly through channel of Assembly liaison committee. Agreement was reached by all concerned that election should be postponded indefinitely rather than create other cause for agitation by admitting two candidates who received highest number of votes of the less than 50% who actually voted. Liaison committee felt that Cheju would be well represented by one successful candidate from southern district of that island until satisfactory election could be held. Here follows text of executive order: "Section one. By virtue of the power vested in me by section 44, law for the election of representatives of the Korean People, 17 March 1948, acting on recommendation of the National Election Committee, I declared on 24th May 1948 the election held on 10 May 1948 in electoral district A and electoral district B of north Cheju Do null and void because voting was held in less than 50% of the voting districts of these two electoral districts due to activities and violence of subversive elements. Simultaneously, I ordered that a new election take place in these two electoral districts on 23rd June 1948. In view of the continuing efforts of subversive elements to distrub public peace and order on Cheju Do Island, motivated by the desire to guarantee to the voting population of electoral district A and electoral district B of north CheJu Do a peaceful and undisturbed election which truly represents the will of the people of these districts, I herewith order that the by-election in these two electroal districts is postponed for an indefinite period. Section two. This executive order shall be effective on the date appearing hereon. Signed William F. Dean, Military Governor in Korea."
