b. Election Officials Reluctant To Function On CHEJU-DO.
Difficulty developed in holding the election on CHEJU-DO because of the reluctance of election officials to open polls or to handle any election material because of fear of communist reprisals. Approximately fifty percent of the district committees resigned in the CHONCHUN (965-1156) area. In all, 65 district polls failed to function on election day. Military government officials assisted in the distribution and collection of election materials in approximately 50 percent of the northern guns. (MG report)
