HEADQUARTERS UNITED STATES ARMY MILITARY GOVERNMENT IN KOREA DEPARTMENT OF INTERNAL SECURITY APO 235, UNIT 2 28 June 1948 SUBJECT: Reports of Brutality by Constabulary TO : Director Department of Internal Security Quite frequently, reports come to me to you and come to me of brutal treatment of persons by Constabulary troops. No doubt some of it is true, and some is false. It appears to me that the Constabulary personnel believe, because of their position and uniform, that they have authority over civilians. That, as you know, is in error, and I believe that much could be corrected if a circular directive were issued by your office, firmly and accurately limiting their authority, duties, rights and privileges - both in an affirmative and negative manner. This should be carefully worded and I believe should be printed and that it would be seen and made known to each member of the Constabulary. W. L. However, it was not possible to leave Cheju-Do in sufficient time to permit me to travel to Pusan. I am leaving the 20th Infantry and the 6th Division with deep regret. I cannot tell you how much I have enjoyed serving under you and how much I have learned from you. I sincerely hope that I may have the honor again of serving under you. I am inclosing a copy of my report on the activities in Cheju-Do in the hope that it may be of interest to you. I realize that there have been many differences of opinion as to the causes of the rioting on the Island. I hope that my report will give some clarity to the picture as it existed there. One thing is absolutely certain - that the Island was organized as a Communist base. The evidence was irrefutable once we really began to dig into the matter. Police brutality and inefficient government were but incidental to the Communist designs on this Island. Lieutenant Loose is doing a very fine job with the 20th Infantry Detachment on the Island. He is a very capable young officer and has conditions well in hand. I agreed with you entirely that the Military Government Company was in very poor shape. However, I think that Major Noel and myself have put them somewhat on the right track. Again may I express my sincere appreciation for all that you have done for me. I have learned more under you than any other officer I have ever served under. Mrs. Brown joins me in very best regards to you, Mrs. Ward and your charming daughter. Sincerely, ROTHWELL H.
