여기 동봉하여 보내는 것은 남한에서 발생한 모든 폭력사태의 요약이다. 폭력의 대부분은 선거를 반대하는 무리들에 의해서 현정부에 대항하여 촉발되었다. <첨부문서1>은 경찰이 보고한 1948년 2월 7일에서 4월 18일까지의 기간 중에 발생한 폭력사태 보고이다. 이 통계자료만 가지고는 전체 조감도를 보여주지 못하기 때문에 몇몇 중요한 사건에 대한 자세한 사항을 보여주기 위하여 <첨부문서2>가 첨부되었다. 그러나 <첨부문서2>는 오직 1948년 3월 29일에서 4월 20일까지의 기간을 포괄할 뿐이다. <첨부문서2>에 나타난 몇몇 사건들은 이와 관계된 정보들의 서로 다른 출처로 인해 포함되지 않았다.

SUBJECT: Anti-Registration Activities.
Transmitted herewith is a summary of all violence in South Korea, most of which was directed against the existing government by those groups opposed to elections. Inclosure No. 1 is a police report of violence during the period of 7 February/18 April 1948. Since statistics alone do not show a full picture, Inclosure No. 2 has been added to give details of some of the more important incidents. Inclosure No. 2, however, covers only the period from 29 March to 20 April 1948. Some of the incidents shown in Inclosure No. 2 do not appear in the tabulation due to the different sources of information involved.

[illegible] On the island of Cheju, along the scene of [illegible]
bitter family vendettas, the Communists apparently made their [illegible]
greatest effort to disrupt the elections. Trained agitators and
specially armed groups were sent to Cheju from other provinces to
interfere and halt, if possible, the registration and balloting [illegible]
Casualties on Cheju Island were considerable. For the entire
period of the Communist subversive effort beginning 7 February [illegible]
1948 to 14 May (Communist subversive activities still continuing [illegible]
on a diminishing scale on Cheju) the figures were: [illegible]

Additionally 42 persons were killed and 60 wounded by Com-
munists in indiscriminate attacks on Cheju Island. The Communists
were well armed, principally with Japanese weapons, and the
mountainous areas of the island, afforded excellent concealment
and bases for launching raids on villages. There was considerable
intimidation of both election officials and voters and in some [illegible]
cases complete destruction of balloting places, particularly in North Cheju. In some cases almost the entire village population either left voluntarily or by force on Election Day.
Despite a vigorous campaign by the Communists, excellent comparative results were obtained. In the three electoral districts in Cheju (2 in North and 1 in South Cheju) a total of 69.8% were registered and 86.6 of actual registrants voted. (Inclosure No. 55). In North Cheju the voting was higher, however, than in any other area in South Korea:

In view of the situation prevailing on Cheju, the Military Governor, on recommendation of the National Election Committee, invalidated the voting in the two electoral districts of North [illegible] Cheju.
