ATTN: Security Group (Chief, CIC Branch) 1. Pursuant to War Department Memorandum 380-44, 5 October 1944, this report is submitted, covering the month ending 31 March 1947. 2. Special Cases: a. Over-all Strike in South Korea, 22 March 1947. (1). This particular case has been selected to illustrate the type of work which CIC-Korea is covering, the general organization and coverage of CIC District Offices, and the methods of expiditing information to G-2, USAFIK. As background information, the area south of the 38th Parallel boundary, commonly called South Korea, is composed of six complete provinces and the largest portion of two other provinces, Kyonggi and Kangwon, through which runs the 38th Parallel. In addition to this, a peninsula of Hwanghae Province extends below the 38th Parallel and a large island, Cheju, lies off the Southern coast of Korea. CIC in Korea is so organized that a District Office or Sub-Office of a district office covers a province or a portion thereof. Direct telephone communication with the majority of the offices is possible, a small portion of the time; otherwise relay calls, regular train or air distribution, or tactical troop radio facilities must be used. In the event of an d[illegible]South Korea, strike, disturbance, or political movement, the[illegible]means of reporting the events occurring within the area covered by a district office are utilized. (2). The first direct reports of an impending strike were reported during the evening of 21 March 1947 by the Inchon, Kyonggi Province seaport, and the Pusan, Kyongsang Namdo, District Offices. Early indications were that the strike was leftist sponsored only, and was being staged to demand pay increases and to test the power of leftist labor. A week previous an overall strike had occurred on Cheju Island. Early on 22 March 1947, it became apparent that the strike was occurring in all provinces of South Korea. Dock workers, railroads, factories, communications, electric companies, and sections of government were affected.
