4. 사단내 CIA이 기관은 폭도, 약탈자 등에 대한 정보를 수집하기 위해 정보참모부(G-2)에 의해 구성되고 통제된다. 이 기관은 제주도에서 놀랄만한 성과를 거뒀다. 경찰, 도민, 육군, 해안경비대, 청년단체들로 나온 정보가 모두 한곳으로 흘러갔고 작전이 신속하게 취해질 수 있었다. 빠른 통신 수단을 설치해야 한다. 사단 내에 무엇을 조직할 수 있는지 살펴야 한다. 그것은 많은 도움이 될 것이다.
5. 한국인 협력
관계가 괜찮긴 하다. 하지만 그들이 진심으로 협력하고 있는 것인가? 아니면 비위를 맞추며 감언이설을 하는 것인가? 지체 사항에 관해서 여러분은 충분한 보고를 하고 있지 않다. 걸림돌이나, 필요사항 등을 보고하라. 주간보고서를 무미건조하게 쓰지 말고 호소력 있게 만들어라. 중요한 것은 강조하도록 하라.
7. 야간문제
이에 대해 연구해야 한다. 야간공격은 한국인에게 적합하다. 야간공격은 단순하다. 많은 준비가 요구된다. 많은 사람이나 탄약이 필요하지 않다. 이에 대한 작전참모부 고문관의 메모가 곧 갈 것이다.
8. 탄약 탄약 소모에 신경을 써야 한다. 너무 많이 낭비되고 있다. 탄약은 매우 중요하다. 우리는 일본 99식 소총 탄약이 제조되고, 1950년 회계 연도 군사원조계획에 미국 탄약도 포함하기 위해 모든 노력을 다하고 있다. 이 계획은 지원금이 적어, 만약 탄약을 아껴 쓰지 않으면 한국은 매우 심각한 공급 부족을 겪게 될 것이다.

TO: All American Advisors with Units in the Field
1. MARKSMANSHIP
Imperative you press this. Find ways to do it. The Minister and Chief of Staff, KA, are strongly back of it. Units allegedly in operations can work their reserves in FRI. Fire both a full preliminary and a record course. Get records in to END. Inform us of the record, too. If some battalions of a division are busy, get the reserve battalions through the course and relieve the forward units. Shoot for a deadline date of September 30 to finish all firing. State in weekly reports what progress and when you estimate finishing. If you can't make the deadline, tell us why.
2. CREW-SERVED WEAPONS, ET CETERA
These weapons plus carbine, pistol, tommy gun, bazooka, must also be fired.
3. ABSENTEES
Make mention in next reports what percentage of men are being instructed.
4. CENTRAL INTELLIGENCE AGENCY IN DIVISIONS
This is an agency formed and controlled by your G-2 to gather rebel, bandit, et cetera, information. It was used with remarkable success on Cheju do. Information from Police, Civilians in local governments, Army, Coast Guard, Youth organizations all flowed into one place and action could be taken quickly. Set up speedy communications.
See what you can organize in your division. It will pay big dividends.
5. COOPERATION FROM KOREANS
We know relations are okay, but are they cooperating wholeheartedly, or are they giving you a snow job and doing as they please?
Not enough of you are reporting foot-dragging. Report your obstacles, needs, et cetera. Make those weekly reports have punch instead of dry sounding stuff. Accentuate that which is important.

6. TRAINING
Continue to sneer at their parade ground tactics, get them in the field. Accentuate patrolling. Units on Parallel must get patrols out to bring back info and prisoners. Patrols do not always have to fight for information.
7. NIGHT PROBLEMS
Study up on this. Night attacks fit the Korean. They are simple. They demand much preparation. They are not expensive in men or ammo. A G-3 Advisor memo will come shortly on this.
8. AMMUNITION
Watch ammunition expenditure. Too much is being wasted.
This item is critical. We are exerting every effort to have Jap 99 ammunition manufactured and to include U S ammunition in the Military Aid
Program for Fiscal Year 1950, but this program is short on funds and if ammunition is not conserved, Korea will be in a very serious short supply.

I am sending you enough copies of this letter so that you can give one copy to each of your Advisors. See that he gets it and that you and he act on it.
