3. 국방부 장관과 미군사고문단장간 회의가 4월 16일 개최됐다. 미군사고문단 참모장과 한국군 미고문관이 배석했다. 사안들에 대한 논의가 있었고 다음과 같이 합의했다.
a. 제주도에서 특정 한국군 병력 철수.(작전 항목 참조)
b. 전·현직 서북청년단원들을 제주도에서 종국적으로 철수시키는 방안을 계획.
이 철수에는 군대, 경찰 그리고 민간 부분이 포함됨. 과거의 경험을 통해 알게 된 지식은 제주도민과 서북청년단 사이의 적대감이 서북청년단의 행위에 책임이 있 다는 생각을 확인시켜 주고 있음.
6. 작전
a. 38선: 5건이 보고되었으며 다음과 같은 결과가 보고됨.
적: 작전 중 사망 24명, 작전 중 부상 40명, 포로 없음, 실종 없음
국군: 작전 중 사망 3명, 작전 중 부상 40명, 포로 없음, 실종 없음
b. 남한: 남한에서 14건이 보고되었으며 다음과 같은 결과가 보고됨.
적: 작전 중 사망 157명, 작전 중 부상 7명, 포로 23명, 실종 없음
국군: 작전 중 사망 2명, 작전 중 부상 5명, 포로 0명, 실종 없음
c. 제주도: 6건에 다음과 같은 결과가 다음과 같은 결과가 보고됨.
적: 작전 중 사망 93명, 작전 중 부상 없음, 포로 321명, 실종 없음
국군: 작전 중 사망 없음, 작전 중 부상 없음, 포로 없음, 실종 없음
d. 전반적인 작전 사항
(1) 제주도에서의 최근 작전은 섬에 있는 게릴라 병력의 완전한 해체에 주안점을 두고 있다. 주요작전을 종결하고 군대를 즉각 본토로 철수시키기로 하였다. 1 개 대대가 5월 1일 자로 철수 명령을 받을 것이다. 만일 계속 상황이 개선될 경우 추가 병력도 철수될 것이다. 최종적으로 주로 제주 출신으로 구성된 1개 대대만
이 제주도에 잔류하는 것이 바람직하다.
9. 한국 해군
a. 한국 해군이 제주도 주변과 한국 남단에서 가까운 섬들을 적극적으로 순찰하고 있다. 이 기간 연락된 모든 선박은 합법적으로 운영되고 있었다.

1. Platoon demonstrations by the 5th RCT held at Taejon and
Kwangju for the 2nd and 5th Brigs. Demonstration platoon departs for Cheju Do 19 April to run demonstrations for units of 2nd Regt and the one (1) Special Bn. Co demonstrations will be held at
Uijongbu 28 April for units of 7th Brig; 2 May for units of 1st
Brig; and 5 May for key personnel representing the remaining four
(4) Brigs.
2. In interim period between 9th and 10th classes of Cadets, KMA will hold a five weeks' course for instructors. Purpose of
course: To correct deficiencies noted during 9th class and to
further trng of instructors.
3. Conference between Minister of National Defense and Chief, KMAG was held 16 April. Present also were Chief of Staff, KMAG and
Advisor to Korean Army. Matters discussed and agreed upon follow:
a. Withdrawal of certain Korean troops from Cheju Do (see opns)
b. Eventual removal from Cheju Do of all present or former
Northwest Youth members is planned. Will include evacuation from
Army, Police and Civilian ranks. Knowledge gained from experience in the past confirms idea that NW Youth behavior is responsible for enmity existing between inhabitants of Cheju and the NW Youth.
c. Increase pressure on KA Engr in program of reclaiming the many miles of unused pipeline which is laid between Seoul and
Inchon.
d. Reduce to a minimum, construction and repair work now being accomplished by contract at a great expense to the Korean Govt.
It is recommended that KA Engr assume this responsibility.
e. Instigate immediate action to send approximately twenty
(20) English-speaking Korean Officers to military schools in USA.
4. Plans underway to commence intensive trng inspn to be made by members of KMAG, with certain key Staff Officers of the Korean
G&S Staffs. Deficiencies noted will be discussed on the spot with

the Advisors and Korean CO's concerned. Accurate reports will be made and files maintained. In approximately two months, a similar follow-up inspn will be made with a view toward satisfactory correction deficiencies found during first inspn. This inspection is over and above the numerous inspns currently carried out by Army
Staff sections, both Korean and American, and those inspns conducted by subordinate units.
5. Dissidents:
a. 1 2nd Lt deserted to South Korean forces - reason unk at this time.
b. Personnel in KA suspected of Leftist activities who have not been apprehended: 108 Off, 560 EM.
c. To date, 10,046 persons have turned themselves in to take advantage of the Kyongsong Namnio Amnesty Program.
6. Operations:
a. 38th Parallel: 5 incidents reported during period with following results:

KA: KIA 3; WIA 8; POW 0; MIA 0
b. South Korea: There were 14 incidents reported in the interior of SK during period, with following results:

c. Cheju Do: 6 incidents reported during period with following results:

7. [illegible] the island. It has been decided to terminate major operations and to commence immediately
[illegible] to withdraw trps back to mainland. One Bn
[illegible] will be ordered back by 1 May; if progress con[illegible] tinues, addtl trps will be withdrawn. It is hoped that eventually only one Bn, composed mainly of native troops, will remain on Cheju.
(2) In Chiri San area, Communistic disintegration is also seen. Orders have already been issued, returning elements of the 6th and 19th Regts to their parent units. With the exception of one
Bn, return to home stations is expected by Mid-May.
During recent opns, Task Force trps have killed all members of the guerrilla staff except Kim Chi
Hwei, Chief of Opns. Included in those killed are:
Hong Song Suk: CO
Suk (name unk): Chief Political Officer
Pak (name unk): Chief of Propaganda
Lee (name unk): Chief Lia Officer
Except for the CO listed above, all others are the unmilitary side of the guerrilla force. All opns in this particular organization are planned and executed by Chief of Opns and the CO. Most accurate info informs that the guerrilla organization does not follow the usual lines of military organization with a staff member for each function.
Therefore, it may be assumed that the entire planning staff has been reduced to one Officer, Kim
Chi Hwei.
7. KA Strength: 3057 Off; 65,238 EM; 1406 Cadets; TOTAL 69,701
8. Reserve Corps: All S-3s and S-2s (Regt) in conference in
Seoul this week, with phys trng, athletics, small unit tactics and reporting system being emphasized.
Strength: 118 Off; 1018 Cadet Off; 133 Reservist OCS; 19,919 EM; TOTAL 21,188.

9. Korean Navy
a. KN continues active patrolling around Cheju Do and close in off southern tip of Korea. All vessels contacted during period were operating legally.
b. Strength: 449 Off; 261 Mid'n; 4779 EM; TOTAL 5489.
