3. 대민관계 도별 민간인 소요
a. 제주도:
신엄리(935-1148) - 1948년 12월 19일 오전 7시께 폭도 약 30명이 주택 30채를 불태우고 경찰 1명과 민간인 10명을 사살했다. 이 사건을 조사한 경비대도 장교 1명, 사병 9명이 목숨을 잃었고, 사병 1명이 부상을 당했다. 폭도들은 M-1 소총 3정, 경기관총 1정, 카빈 소총 1정, 자동소총 1정과 상당량의 탄약 등을 탈취해갔다. (판단 안됨)

Civil Disturbances by Province.
a. Cheju-Do:
SINAM-NI (935 - 1148) - At approximately 0700, 19 Dec 48, an estimated force of 90 raiders killed one policeman and 10 civilians in addition to burning about 30 houses. Constabulary investigating the incident suffered the following casualties: 1 officer, 9 enlisted men killed and one enlisted man wounded. The raiders captured 3 M-1 rifles, 1 LMG, 1 carbine, 1 BAR and a quantity of ammunition. (No evaluation)
b. Kyongsan-North:
(1) KAIPYONG-NI (1110 - 1550) - At 0100, 18 Dec 48, a band of 50 guerrillas attacked the police sub-station and set fire to one home. One policeman and 4 guerrillas were killed. Reinforcements, consisting of 100 policemen and 140 troops from the 6th Constabulary Brigade, were sent to the area.
(2) TAICHON (1114 - 1550) - (delayed report) - At 0130, 18 Dec 48, raiders attacked a local police box. One policeman was killed and one wounded. One raider was killed. (Constabulary report) At 0500, 18 Dec 48, a group of 50 raiders attacked and burned a police box. All policemen (number unknown) were killed. Fifty Constabularymen, from the 7th Regiment, were sent into the area at 0630, 18 Dec 48. (Constabulary report)
c. Cholla-South:
(1) PALGI-SAN (1031 - 1320) - (delayed report) - Between 0430 and 1500, 16 Dec 48, a police box was attacked by a group of raiders. Fatalities included: 3 policemen, 6 "volunteers", 6 Myun clerks, 1 teacher 1 prominent civilian and one administrative assistant. (Constabulary report)
(2) CHIRI-SAN (1073 - 1375) - At 1800, 18 Dec 48, Constabulary reported the enemy (insurgents and civilians) estimated at 250, each armed with an M-1 rifle, were digging in. The 2nd Bn, 3rd Constabulary Regiment, plus elements of the 12th Regiment were preparing to attack the enemy at 2230, 19 Dec 48. (Constabulary report)
