b. 제주도에서 무장대 테러와 기습
(1) 10월 23일 오전 4시 45분 무장대가 제주읍(962-1153)과 제주읍 동부 지역에 있는 지서(962-1153)에 약 100여 발의 총격을 가했다. 피해는 발생하지 않았다. (방첩대 긴급보고. A-2)
(2) 10월 23일 오전 7시 30분 국방경비대 제9연대 부연대장과 사병 4명이 탑승한 지프가 조천리(965-1155) 서쪽 도로에서 무장대에게 매복 습격을 당했다. 부연대장과 사병 2명이 부상당했다. (방첩대 긴급보고. A-2)
(3) 공군 정찰대는 10월 23일 오후 6시에 봉화 약 50개가 제주도 북부 지역에서 관측되었다고 보고했다. (무전 감청)
(4) 10월 23일 오후 8시 경비대는 제주읍 남동쪽 삼림 지역(962-1153)에 81mm 박격포 40발을 쏘았다. (A-1) 포격하는 동안 폭도들은 제주읍의 경비대 구역으로 약 30발의 총격을 가했다. (방첩대 긴급보고. A-2)
(5) 10월 24일 오전 7시 공군 정찰대는 산발적인 군중 집회가 여러 마을에서 열리고 있었으며 집회장에는 인공기가 나부끼고 있었다고 보고했다. (무선 감청)

a. Developments in CHOLLA-NAMDO from 230800 October to 250800
October
A battalion from the 5th Regiment landed at YOSU (1070-1300)
at 230940 October. After meeting stiff resistance and machine gun fire from the mutineers located on commanding ground, the invading force withdrew to the LST. By 231500 October the invaders were afloat in
YOSU Bay. (A-2) Col. PAK Sung Hun, Commanding Officer of the 14th
Regiment, escaped from YOSU (1070-1300) the evening of 23 October. He estimated the strength of the mutineers in YOSU to be 200 and the civilian sympathizers 100. He also estimated that there were 100 civilian casualties in YOSU. An air observer over YOSU the morning of 24 October estimated that there were 50 bodies dressed in fatigue clothes lying in a field. YOSU (1070-1300) was still under control of the mutineers at 250600 October.
During 23 October an air observer reported the mutineers were falling back from SUNCHON (1040-1320) to POLGYO-RI (1030-1310) and
POSONG (1000-1300), with the mutineer force building up in POSONG.
(A-2) On 24 October a battalion from the 4th Regiment occupied POSONG, and by 242000 POLGYO-RI (1030-1310) was reported occupied by a battalion of the 6th Regiment which had advanced southwest from SUNCHON. (Reported by PMAG)
The situation at KWANGYANG (1058-1329) during the period covered by this report was, and still is, obscure. The advisor in SUNCHON
(1040-1320) reported on the afternoon of 23 October that friendly forces had occupied the town of KWANGYANG and captured 75 prisoners. However, later reports indicated that KWANGYANG was still held by the mutineers.
Late on the afternoon of 24 October a report from the PMAG Advisor in the area stated that friendly forces were attacking KWANGYANG (1058-1329)
and that the mutinous forces were withdrawing to the mountains in the vicinity of MT PAEGUN (1060-1340).
A report was received at 250610 October that a fight was in progress late in the afternoon of 24 October between the police and mutineers near the SUMJIN River, at (1062-1355). (Police Report)

COMMENT: The mutineers reported to be withdrawing toward MT.
PAEGUN and the ones engaged by the police are probably heading for the

CHIRI-SAN (1070-1370) area, a notorious guerrilla base northeast of
SUNCHON (1040-1300). They have weapons and ammunition in their possession and will constitute a major threat until cleared out.
b. Raider Terrorism and Attacks on CHEJU-DO
(1) At 230445 October raiders fired approximately 100 rounds at CHEJU CITY (962-1153) and the police box located on the East side of the town. No damages resulted. (CIC Flash Report. A-2)
(2) At 230730 October a constabulary jeep, containing the executive officer and 4 enlisted men of the 9th Regiment, Korean
Constabulary, was ambushed by raiders on road west of CHOCHUN-LI
(965-1155). The executive officer and 2 enlisted men were wounded.

(3) Air reconnaissance reported approximately 50 signal fires observed on North side of CHEJU-DO at 231800 October. (Radio Intercept)
(4) At 232000 October, the constabulary fired 40 rounds of
81mm mortar into a wooded area Southeast of CHEJU CITY (962-1153).

(5) At 240700 October air reconnaissance reported many scattered mass meetings being held in villages. North Korean flags were displayed. (Radio Intercept)
c. Communists Attempt to Recruit Constabularymen
On 18 October a member of the CHONJU (1010-1430) SOUTH KOREA
LABOR PARTY was arrested by officials of the 3rd Regiment Korean
Constabulary, and admitted making frequent visits to the regimental area for the purpose of recruiting members of the constabulary for the SOUTH KOREA LABOR PARTY. Fifteen members of the 3rd Regiment were implicated and arrested. (CIC P/R #245. B-3)
d. Communist Instructions Revealed
On 18 October the North Korea Peoples Republic allegedly sent instructions to the SOUTH KOREA LABOR PARTY ordering strikes in all
South Korea schools. The SKLP cells are to make unreasonable demands upon school authorities, thereby causing continual strife and unrest which will agitate the people into a state of anxiety and violence. In order to help the SKLP accomplish this mission, the North Korea
People's Republic promised to send guerrilla bands. (CIC P/R #248. B-2)
