HEADQUARTERS XXIV CORPS Office of the G-2 11 September 1947 PEOPLE'S COMMITTEE OF THE KOREAN PEOPLE'S REPUBLIC: The following information was prepared by the CIC in answer to thirteen specific questions concerning the PEOPLE'S COMMITTEE's of KOREA. The information related may be generally evaluated as above B-2 and in many instances as A-1. The report follows: 1. DOES AN UNDERGROUND PEOPLE'S COMMITTEE (COMMUNIST) GOVERNMENT EXIST? Yes, an underground PEOPLE'S COMMITTEE government exists in certain parts of South KOREA. Such a government or underground organization is known to exist in CHULLA PUKTO, CHULLA NAMDO, KYONGSANG PUKTO, KYONGSANG NAMDO, CHEJU DO, and in various isolated cities or districts in other provinces of South KOREA, namely: CHUNCHOH, SUWON, SAMCHOCK, CHUNGNJIN, and most provincial capitals. Until 12 December 1945, the PEOPLE'S COMMITTEES existed as an open government. At this time the PEOPLE'S COMMITTEES were dissolved by an order of the Commanding General, and necessarily went underground in order to exist. In the more distant GUNS and MYUNS the PEOPLE'S COMMITTEES continued to control the government until middle January 1946. There are long lists of leaders and members of the PEOPLE'S COMMITTEES throughout South KOREA. The majority of these lists were prepared just before the organization was disbanded; however, several lists were prepared after that date, showing that the organization continued under the same leadership after it had been placed on the illegal list.
