Restricted NAt G-2 PERIODIC REPORT From: 100800I Apr 48 To : 120800I Apr 48 7th Inf Div SEOUL, KOREA 997.4-1638.8 No. 85 121345I April 1948 Maps: KOREA 1/50,000 & 1/250,000. 1. OPERATIONAL INTELLIGENCE. a. Tank And Towed Gun Observed: ONGJIN Det, 32nd Inf, reported that they observed on Saturday, 3 April what was believed to be a small, light tank and a towed 76mm gun in the vicinity of (855.5-1698.4). This tank is reported to have a turret and what is thought to be a 75mm gun, which was observed being elevated and depressed. The gun was towed by a truck prime mover but did not, according to observers, have a long tube or a muzzle break. (F-3). COMMENT: The 7th Div G-2 made a detailed ground and air observation of the area on 11 April and could not confirm the existance of either the tank or gun at, or near, the Russian outpost (855.4-1698.4). b. Soviets And South Korean Police Exchange Shots: 32nd Inf reported (delayed) that on 0630 hours, 8 April, three (3) Russians and three (3) North Korean Constabulery (BO AN DAE) came to the Lime Mine in the vicinity of (946.6-1694.5) and took two (2) bags of lime. Two (2) South Korean Police attempted to prevent this theft and were informed by the Russians that the Lime Mine was NORTH of the Line of Demarcation and that they (Russians) could take all they desired. An argument ensued with the South Korean Police firing thirteen (13) rounds and the Russians retaliating with four (4) rounds, causing no casualties. These exchanges of shots occured in the vicinity of (946.1-1696.5). (Police Report) COMMENT: As usual, the Russian troops display no knowledge of the US-USSR Signed Joint Survey Agreement, dtd 10 May 1947, in which Par 5m, clearly states: "The entire lime mine is considered SOUTH of the 38° N parallel." c. Russians Continue Training: (1) 32nd Inf reported (Delayed) that on 1100 hours, 8 April, shooting was heard in the vicinity of (946.2-1697.0). Investigation by twenty (20) South Korean Police revealed that Russian troops were conducting target practice. No violation of the 38° N parallel was observed or reported. (Police Report). (2) 32nd Inf OP #18 (1023.5-1696.4) reported that on 1605 hours, 10 April, five (5) shots were fired NORTH of the KIMCHEE Line. At 1617 hours, 10 April, seven (7) more rounds were heard NORTH of CP #18. (E-2). COMMENT: U.S. troops believe this firing was small arms target practice by Russian troops. d. Activity Continues In YONGPYONG-SINJANG-NI Area: 32nd Inf reported that at 1345 hours, 10 April, eight (8) North Korean civilians were observed crossing a foot bridge in the vicinity of (1020.6-1697.7) carrying eight (8) heavy boxes, estimated to be three (3) feet long and one and one half Restricted DECLASSIFIED Authority NND 745070 [illegible] (1½) feet square. U.S. troops stated that these boxes are similar to either coffins or weapon boxes. Upon crossing the river the Koreans, supervised and guarded by one North Korean Constabularymen (BO AN DAE), turned EAST along the SOUTH bank of the river and disappeared behind the hill mass. (E-3). At 1800 hours, 10 April, forty (40) North Korean civilians, believed to be workers, were observed walking WEST along the road in the vicinity of (1023.4-1697.7) from SINJING-NI (1023.9-1697.9) toward YONGPYONG (1020.0-1698.0). At 1830 hours, one hundred (100) more Koreans were observed moving WEST along the same road. (B-3). During the period 1300-1800 hours, 10 April, U.S. troops heard approximately one hundred (100) shots fired NORTH of the parallel. They estimate that these rounds were fired in the vicinity of (1022.9-1697.8). (E-3) COMMENT: This foot bridge is of log and mud construction, approximately two hundred (200) yards long and two (2) feet wide. The river at this point is a slow moving, shallow stream, with a rocky bottom. It is the only crossing of the river (SOUTH branch of the INJIM) in this vicinity. It is not suitable for anything but pedestrian traffic from YONGPYONG SOUTH. At approximately 1300 hours, 1 April, a U.S. patrol observed fifteen (15) Koreans, who came from YONGPYONG under guard of five (5) Koreans dressed in civilian clothing. Three (3) of these guards were armed with rifles, and one (1) with a Russian type sub-machine gun. The fifteen (15) Koreans were observed piling approximately two hundred (200) straw type bags at (1020.7- 1697.6) next to the northern approach to this foot bridge. It is believed that the Korean guards dressed as civilians were either local Border Guards or newly arrived People's Army troops. (See Par 3a, P/R #84, 10 April, Par 2a(2), P/R #80, 5 April, Par 3a and b, P/R #78, 2 April, Par 4a, P/R #76, 31 March, Par 4b(5), P/R #75, 30 March and Par 3a, P/R #72, 26 March.) e. North Korean Civilian (?) Wounds South Korean Policeman: 32nd Inf reports that at 1830 hours, 11 April, U.S. OP #13 (959.2-1695.7) heard three (3) shots which apparently came from the vicinity of the KIMCHEE Line. Upon investigation, it was determined that eight (8) North Korean civilians had violated the 38° N parallel, fired three (3) rounds, one (1) of which wounded a South Korean Policeman, PAI, Yong Chin, age 29. Upon firing these rounds, the North Koreans returned to the fatherland. U.S. Army personnel actually observed the eight (8) North Korean civilians, five (5) of whom were armed with sub-machine guns, Russian style. (B-2). COMMENT: It has been definitely ascertained that the North Korean People's Army (IN MIN GOON) has been completely supplied with Russian equipment. It has also been proven that some elements of the North Korean Border Guard (BO AN DAE) are using Russian small arms. This is the second report of civilians having possession of Russian equipment. It is believed that these so-called civilians were either members of the local border guard or newly arrived troops of the People's Army. f. Russians Construct New Building: 32nd Inf reported on 11 April that Soviet troops were constructing some type of building on the NORTHEAST bank of the IMJIN River, in the vicinity of (1005.6-1697.3). Also, at this location, U.S. troops have observed some type of material under a tarpaulin which Koreans are transporting to the SOUTH side of the river. Here, both the Koreans and the material disappear from sight behind a hill mass. Russian guards are closely supervising this operation. (B-2) COMMENT: At the site of this new construction is also a [illegible] -2- DECLASSIFIED Authority NND 745070 Restricted ferry, which has been observed recently in operation. It is possible that this material carried by the Koreans is being spotted in the warehouse located just NORTH of the parallel at (1004.8-1696.9). (See Par 3a, P/R #73, 27 March, Par 3b, P/R #74, 29 March and Par 3b, P/R #76, 31 March.) 2. COUNTER INTELLIGENCE - None Reported. 3. CIVIL RELATIONS. a. Civil Disturbances. (1) Leftists Attack Registration Establishments: 17th Inf reported that five (5) Korean registration booths were attacked during the night of 10-11 April in CHONGJU (1047.5-1530.5). The records, including registers, were either stolen or burned. (B-1) (2) XXIV Corps reported that at least three (3) more registration places were attacked during the period 9-11 April in the 17th Inf area. According to police reports the 2nd, 3rd, 4th and 7th Korean Election Districts all were raided, with most of the records being destroyed. At one (1) place a "Molotov Cocktail" was used in an attempt to destroy the registration building. COMMENT: The leftists apparently are increasing their campaign against the U.N. observed 10 May elections. (See Par 2a(1), P/R #84, 10 April.) (3) Police and DAI DONG Attack South Korea Labor Party: A 17th Infantry patrol reported (Delayed) that at 0400 hours, 4 April 1948 that two (2) policemen supported by one (1) detective and two (2) members of the DAI DONG YOUNG MEN'S ASSOCIATION raided a house in SANG SONG-NI (972.0-1515.0) in an attempt to capture eight (8) members of the SOUTH KOREA LABOR PARTY. After effecting complete surprise in this raid, one (1) of the South Korean Police carelessly allowed his rifle to be wrested from him by one (1) of the SKLP captives. In the following skirrish two (2) members of the SKLP were killed, one (1) wounded and the other five (5) escaped. One (1) of those killed was BOK, Sung Wha, an officer in the SKLP who led the attack on the KUHANG (963.0-1523.5) Police sub-station on 15 March 1948. (E-2) (4) Unusual Activity On Korean National Railroad: Korean railroad personnel reported seven (7) rail carloads of lumber and one (1) carload of rice were upset during the period 10-11 April. (F-4) COMMENT: Korean sources furnished obscure towns of questionable spelling as the locations of these acts of sabotage. 4. SUMMARY OF INTELLIGENCE IN ADJACENT AREAS. a. Civil Disturbances on CHEJU-DO Island: A 6th Inf Div delayed report from CHEJU-DO (960-1140) stated that during the period 3-4 April, a series of Leftist instigated raids on police boxes resulted in the deaths of four (4) policemen, nine (9) rightists and three (3) leftist civilians. Additional casualties include five (5) police wounded and sixteen (16) rightists injured. Three (3) policemen and four rightists are reported missing. (A-1) (See Par 3, P/R #82, 8 April.) 5. MISCELLANEOUS. a. Train Movements: Russian southbound Electrical Commission train departed PYONGYANG at 0800 hours, 12 April. b. South Korean Police Orient Reserves: 32nd Inf reported that the South Korean Police are being oriented on the ground SOUTH of the 38° N parallel in the POCHON (1020.0-1683.5) area. The Police are the UIJONGBU (1002.8- 1664.9) reserves, who are to be employed in case of trouble in the 1st Bn, 32nd Inf zone. c. Place Activities: ONGJIN Det, 32nd Inf, reported an unidentified four (4) motored air craft flying EAST to WEST over the CP (848.1-1690.5) at approximately 20,000 feet on 1135 hours, 10 April.
