논평 : 한국에서는 공직을 원하는 자는 지리적‧정치적 구별이나 거주지에 관계없이 그가 원하는 어떤 지역에서도 선거에 출마할 수 있다. 장씨는 전에 경상북도와 서울의 보궐선거에서 낙선을 했다. 그래서 이번 그의 제주도 유세도 성공 가능성은 거의 없어 보인다.

b. CHANG Taik Sang To Run on CHEJU-DO
CHANG Taik Sang, former Minister of Foreign Affairs, who has been unsuccessful in 2 attempts in recent months to gain an Assembly seat (P/Rs 1097 and #1040), will run in the CHEJU-DO elections on 10 May.
Seventeen candidates will vie for the two seats (P/R #1101) which have been loft vacant for a year because of disturbed conditions on the island. (E-2)
COMMENT: In KOREA any office seeker can run for election wherever he chooses without regard for geographical or political divisions or established place of residence. CHANG was previously defeated in by-elections in KYONGNAUG-PUKTO and SEOUL, and there seems little likelihood that his CHEJU-DO campaign will be any more successful.
