다음은 제주도감찰청장이 제1관구경찰청장에게 보낸 경찰보고이다.
‘미점령군 통역들을 살해할 음모를 꾸미고 있는 폭도들에 대한 보고’
제주도 제주읍 일도리 동문시장 근처에 살고 있는, 목포에서 돌아와 얼마되지 않은 42살의 백씨 성을 가진 사람이 우리에게 보낸 보고서에 따르면 소요는 당분간 수그러질 것으로 보인다.
“그러나 새로운 폭동이 일어났을 때 폭도들은 미점령군을 위해 일하는 통역들을 학살할 계획이라고 사람들은 수근거린다.”

(1) The National Police Force of South KOREA:
High ranking members of the National Police Force are co-operating with MG in democratizing the national organization which, previous to the American occupation, was ruthless in its methods. Beginning on 19 November 46, American exports in police work have arrived in KOREA to assist in training the police force in modern, scientific methods. Numbering twenty-four at the present time, two of whom are women, the American criminologists are acting as supervisors in the three police zones into which South KOREA is divided:
