마샬 장군 서한에 대한 몰로토프 답변 - 1945년 모스크바결의의 이행을 요구하는 미 국무부장관 마샬의 서한에 대한 소련 외무상 몰로트프의 답변이 1947년 3월 22일 언론에 공개됐다. 이 답변은 문제를 거의 완전히 1945년 12월의 시점으로 되돌려놨다. 러시아가 조선을 통제하기 위한 계획 일부를 이제 완료했다는 것을 제외하면 말이다. 몰로토프 씨는 마샬 장군에게 보내는 서한에서 '나는 미소공동위원회가 조선에 관해 모스크바협정을 엄밀하게 이행한다는 전제하에 올해 5월 21일 서울에서 업무를 재개할 것을 제안합니다'라고 말했다. 이 서한은 또한 이전의 협상 파행의 책임을 모두 미국에 돌리고 있다.
논평: 공동위원회의 재소집은 현 정치 상황에 큰 영향을 줄 것으로 기대되지 않는다. 선거를 통해 최대한 빨리 정부를 수립하고자 하는 우익의 노력을 증가시키는 것에 외에는 말이다. 이런 식으로 수립되는 정부는 우파의 의견이 공동위원회에 반영될 더 좋은 기회를 제공하게 될 것이다. 만일 공동위원회가 진전을 보여 모든 조선을 위한 임시정부를 세우는 데까지 나아가게 된다면 말이다. 모스크바 합의를 시행하고자 하는 협상이 결렬되는 경우, 우익이 주도권을 쥐게 될 것이다. 또한, 그들은 별개의 정부를 세우려 시도할 수도 있다. 어느 쪽이 됐든, 합법적 정부의 수립은 우익에 가장 많은 이득을 줄 것이다. 좌익은 아마 자신에게 부여된 임무, 즉 공산주의를 위해 남조선을 준비시키는 임무를 계속 수행할 것이다.

Extract from PUSAN CIC Report #262, 25 April 1947: "Police report states that at 1300, 24 April, an unknown person threw an explosive charge (dynamite)
of unknown description, into the Myon office of ONSAN Myon, (1236 - 1393) (NO[illegible]
ULSAN Gun, KYONGSANG-South. The charge landed in a room used for persons on night duty. No one was injured and the room only slightly damaged. Police are investigating."

"MOLOTOV Answers General MARSHALL's Letter - Foreign Minister MOLOTOV's answer to Secretary of State MARSHALL's letter requesting fulfillment of the Moscow Decision of 1945 was released to the press on 22 April 1947.
This answer placed the problem almost exactly where it was in December
1945, except that Russia has now completed a part of her plan to eventuall control Korea. Mr. MOLOTOV, in his letter to General MARSHALL, states,
'I propose that the Joint Soviet-American Commission should renew its work on 21 May this year in SEOUL on the basis of precise fulfillment of the
Moscow Agreement on Korea'. This letter also places the blame for all previous breakdowns in negotiations upon the Americans.
"COMMENT: The reconvening of the Joint Commission is not expected to have too much effect upon the current political scene, other than a possible increase in the efforts of the Right Wing to establish a government through an election as soon as possible. This established government would then offer the Rightists a better opportunity to be heard by the commission if the Joint Commission progresses to the point of setting up a provisional government for all Korea. In case of a collapse of negotiations for implementing the Moscow Decision, the Right Wing would then have control and may attempt to set up a separate government. Regardless of the outcome, the Rightists will gain most by setting up a legal government, and the
Left will probably continue to carry out its assigned task of preparing
South Korea for Communism."

"NORTH KOREAN LABOR PARTY Headquarters Blown Up - According to information recently received from the observation section of the BUN CHONG police station, ten Koreans and seven Russians were killed when the NORTH KOREAN

the latter part of March. Police claim that the Russians believe the explosion was caused by students, but could give no further details of the explosion."

"Civil Unrest in North KOREA - A confidential CIC informant reports that on 7 or 8 March 4,000 middle school students in DO SUNG GUN, HAMGYONG
FUKTO rioted. About 400 of these students were arrested. Following this first uprising, students in TAN CHUN GUN also rioted. The riots occurred after the students distributed handbills which stated, "Let us knock down
General KIM, Il Sung- follower of the SOVIET UNION. Hurrah for Dr RHEE, Syng Man, and KIM, Koo. The same informant also reported that people from
20 to 40 years old are taken and placed in a Labor Service Troops. Young men from 17 to 20 years old are picked up as a Volunteer Corps. These men are being trained at an unknown location. It is reported by the informant that people in North Korea are becoming restless because of the lack of food and that anti-Soviet movements are becoming more and more violent."
