(1) Homes of Korean and American Officials Marked
A KWANGJU CIC report states that on 25 February markings, allegedly made by Leftists to designate the homes of persons who are to be harmed in forthcoming troubles, have appeared on the walls of homes of both Korean and American officials in KWANGJU.
COMMENT: Reports of this type have been received from all parts of South KOREA. Both the Left and the Right have been marking homes with various symbols. Actual marking of homes apparently began about 24
February. The period of trouble mentioned above extends generally from
28 February to 10 March.
(2) Newspaper Threatened
CIC reports that on the evening of 22 February unknown persons entered the office of the CHONPUK SHINMUN, a Left Wing paper in CHONJU, and scrambled all of the type in the printing room. Officials of the paper have received threatening letters stating that they will lose their lives if they do not cease publication of the paper. (See par 3c, P/R # 456 for attack on this office by the Rightist Northwest Korean Youth Association).

(3) Attempted Arson
KWANGJU CIC reports that during the night of 23 February assailants broke into the house of a CIC interpreter in that area and attempted arson, but fled before serious damage was inflicted.

Middle School Students to Remain in School
LEE, Hoe Chawl, KAESONG¹, in a letter to his elder brother LEE, Hoe Woon, TAEGU², comments on the school situation as follows:
"On the 20th of February we had a students meeting with the teachers and talked about our school problems. We decided to oppose the National University System. However, we will still attend school. At first we said we would fight until the day of final victory, but we were told that the SEOUL Fighting Committee, made up of college students, should take the responsibility of opposing the National University System. At the same time, however, all Middle School boys should take their part in opposing the bill while attending school. We are going to follow their directions." (S80/3462 letter dated 22 February)

(1) LYUH Woon Hyung Planning a Liberal Party
CIC reports an interview with LYUH, Woon Hyung, former head of the Left Wing Peoples Party who states that he is not in favor of the attempts to re-establish the Peoples Party. Mr. LYUH thinks that the present Left Wing Socialist Labor Party should dissolve and the members of that party plus the members of the former Peoples Party who are against Communism but not in sympathy with the Rightists should form a new "liberal" party. LYUH states that he is now working with PAIK, Nam Un to establish this new party. (See below)
(2) Socialist Labor Party Weakens Communist Position
The following information was obtained by a translation of an article in the "Democratism Weekly", a Leftist magazine published in SEOUL.

In this article the North KOREA Labor Party Central Committee states that the reactionaries in the Socialist Labor Party, who separated from the Communist Party, the Peoples Party, and the New Peoples Party, are traitors because they approve the merging of the Left and Right, and support the Legislative Assembly. In doing this the Socialist Labor Party is weakening the Left and breaking down the Peoples Movement. The leaders of this reactionary group are KANG, Jin, and PAIK, Nam Un. The North KOREA Labor Party Central Committee informs the readers that the South Korean Communist Party, headed by PAK, Houn Yung, the General Secretary, is the best political way to rehabilitate KOREA and support the MOSCOW Decision.
(3) Railroad Strike Planned
A CIC report evaluated G-2 states that another railroad strike, centering in TAEJON1, is expected, and that if the strike fails, a riot similar to the TAEGU riots may result.
COMMENT: A police report states that HUR, Song Tei and PAK, Sei Young, Chairman and Vice-chairman of the Left Wing Railroad Labor Union strike Committee, were arrested recently for having secret meetings. These meetings immediately followed the general meetings of the Left Wing Labor Unions on 16 to 18 February. (See par 4b (3). P/R #165). This labor group has been campaigning extensively during the last two months to regain the position that it lost after the riots last October. Many reports have been received of possible strikes and sabotage by this group, although the date this activity is to start is not known. At present this attempt to regain power is noted by clashes between the Left and Right in such areas as INCH'ON2 and YONGDUNGP'O. The latter of which has been mentioned as a possible center for the new strike.

5. SUMMARY OF INTELLIGENCE IN ADJACENT AREAS
a. Telecommunications
In the news broadcast on 27 February at PYONGYANG it was announced that 99.7% of the eligible voters cast their vote in the MYUN and RI election of Peoples Committee. This is an increase of 00.1% over the record established during the election of the Peoples Committees of the city and Gun on 03 November 1946.

COMMENT: According to the Peoples Committee, only approximately
10,000 persons out of 3,859,280 failed to vote. This is remarkable a record to be attained in a country with a high percentage of illiteracy and many opposing parties.
b. Mail Interception
(1) PYONGYANG Resident reports Fear of Soviet Soldiers
LIM, Yong Sook, PYONGYANG, North KOREA, in a letter to LIM, Yong
Hi, PUSAN, South KOREA states as follows:
"After dinner, we must lock the gate and keep indoors, as we are afraid that the Soviet soldiers will break into the house and make trouble. If I refuse to open the door, they would break the window glass.
It is hard to count how many times we have had to run away through the back door after midnight." (SE0/3436, no date)
6. MISCELLANEOUS
a. Border Incident
CIC stationed in the ONGJIN peninsula reports that a US Army 1st
Lieut. and Sergeant of Military Government were captured by North Korean
Constabulary at (name garbled) (826,3-1698.3). The capture took place at approximately 1400 on 28 February. A search party started out at 281930
February but had not returned by 010230 March.
b. Attacks on American Troops
At approximately 1700 on 28 February, investigators from the office of the Provost Marshall were shot at by persons unknown while investigating a possible robbery of the dependent housing area in KIMPO. No casualties.
c. Rice Collection Program
The status of the rice collection program in South KOREA for the week ending 22 February was announced as follows:
