이전에 공산주의자들이 선동한 폭동과 소요에 대한 목표 일정을 보고한 것과 함께 다음과 같은 보고를 받았다. 제주도에서 폭도들이 10월 17～24일 어간에 경찰을 공격할 것이다. 미군의 철수 탄원에 대한 서명날인 모집이 완료되자마자 경찰을 공격할 것이다. “매우 가까운 장래”(10월 21일 받음)에 공격할 것이다.

In addition to previously reported target dates for Communist inspired riots and disorders following reports have been received: In Cheju Do raiders will attack police during 17th-24th- October; upon completion of colletion of signatures for petition on withdrawal of American troops; "in very near future" (received 21st October); pending results of Yosu riots; 21st-23rd October.
