1. 군대와 게릴라들의 활동:
a) 게릴라 활동의 감소: 남한에서 게릴라들의 활동은 2월 3일에서 10일까지 감소했다. 단지 15회의 게릴라들에 의한 민가와 경찰지서에 대한 공격 가운데 3회를 제외하고는 전부 소규모라는 보고다. 2월 4일, 무장 게릴라 40명과 비무장 게릴라 10명이 경상북도의 작은 마을의 민가 50채를 불태웠고 주민 13명을 살해했다. 2월 6일, 다른 작은 마을에서는 약 70명의 게릴라들이 민가 10채를 불태웠고 민간인 6명을 살해했다. 한편 2월 7일에는 42채의 민가가 불태워졌고 11명의 민간인들이 살해되었다.

MILITARY SITUATION
1. Armed Forces', Guerrilla Activity:
**a. Guerrilla Incidents Decrease:** Guerrilla activity in South Korea decreased during the period 3-10 Feb, when only 15 guerrilla attacks on villages and police boxes were reported; all except three were of a minor nature. On 4 Feb, 40 armed and 10 unarmed guerrillas burned 50 homes in a small village in North Kyongsang Province and killed 13 of its inhabitants. Approximately 70 guerrillas burned 10 homes and killed six civilians in another small village in the province on 6 Feb, while 42 homes were burned and 11 civilians were killed in a similar incident on 7 Feb. Eighteen operations against guerrilla forces by the Korean Army and the National Police were reported during the period; all except three were of a minor nature. Twelve soldiers and 31 guerrillas were killed, 1 Feb, when elements of the 16th Regiment engaged approximately 75 armed guerrillas in a fire fight in North Kyongsang Province. Four guerrillas were captured during the operation. On 3 Feb, two guerrillas were killed when elements of the 15th Regiment attacked a guerrilla hide out in South Cholla Province. Six hand grenades and a small quantity of ammunition was confiscated from the guerrillas. Thirteen guerrillas were killed and five rifles were confiscated, 4 Feb, when elements of the 20th Regiment engaged approximately 27 guerrillas in a fire fight in a small village in South Cholla Province. Reports state that a total of 25 M-1 rifles, four carbines, one light machine gun, one Browning automatic rifle, four Japanese rifles, one pistol, and 10 hand grenades were captured from guerrilla forces, while 12 soldiers, 30 civilians, and 58 guerrillas were killed in incidents reported during the period. 2. Civil Disturbances 16-31 Dec 49:
**a. Armed Forces Aggressive:** Of the 76 incidents involving deaths reported during the period 16-31 Dec 49, the Korean Army and National Police took the initiative in 74, while guerrilla forces instigated only two. Aggressive action by Government forces resulted in the death of 576 guerrillas, according to a recapitulation of incidents that occurred during the period, while 10 soldiers, five policemen, and 102 civilians also were killed. The number of guerrilla casualties increased greatly over that for the corresponding period of Nov 49, when 445 guerrillas were killed (Intell. Summary 2666). The large number of civilian casualties is due to the Soktal massacre of 24 Dec, when soldiers of the 25th Regiment indiscriminately killed 98 civilians (Intell. Summary 2686). Although a majority of the incidents again took place in the southwestern sector of the mainland, a gradual shift in guerrilla activity toward North Kyangsang Province and along the eastern sea coast is apparent. No serious incident was reported for Cheju Island. A summary of incidents involving deaths, reported for the period, is given below. (b)

MISSION OF THE UNITED STATES ARMY FORCES IN KOREA
1. The Commanding General, United States Army Forces in Korea, conducts Military Government in Korea, south of the 38° North Parallel, and reports to the Joint Chiefs of Staff for all non-military aspects of the occupation.
2. The Commanding General, United States Army Forces in Korea, will:
a. Occupy Korea south of the 38° North Parallel to facilitate the establishment of a free independent and responsible Korean Nation.
b. Continue the repatriation program for evacuating the remaining Japanese Nationals to Japan.
c. The Commanding Generals, United State s Army Forces in Korea, Marianas-Bonins Command, and the Philippines-Ryukyus Command, will coordinate action for defense of Korea south of the 38° North Parallel, in the Marianas, VOLCANO and BONIN Islands, and the United States bases and installations in the Philippine Islands, respectively, with the Commanding General, Far East Air Force and the Commander, United States Naval Forces, Far East or their designated representatives.
d. In event of major disaster or a situation where attack by an armed enemy is imminent or in progress in KOREA, south of the 38° North Parallel, the Commanding General, United States Army Forces in Korea, will assume operational control of all Far East Command forces in the area and willnotify the Commander-in-Chief, Far East, by the most expeditious means available. The Commanding General, United States Army Forces in Korea, will assume responsibility for the assigned missions of the Far East Command forces passing to his control.
e. Insure the internal security of the United States Army installations and areas.
f. Provide anti-aircraft artillery protection to extent of means available for vital installations as arranged with the Commanding General, Far East Air Forces, United States Air Force and Commander, United States Naval Forces, Far East.
3. Mission of XXIV Corps, United States Army Forces in Korea. The Commanding General, XXIV Corps, United States Army Forces in Korea, will:
a. Conduct occupational duties in such a manner that forces are constantly prepared for required operations in the event of treachery or sabotage, and in the case of emergency to quell disorders, riots or other disturbances.
b. Support within his capabilities, the Military Government in the attainment of its objectives.
c. Actively resist with all Armed Forces at his disposal, any h hostile attack by a beligerent force on that portion of KOREA that lies south of the 38° North Parallel.
d. Coordinate action to protect United States personnel, property and installations in the event of disaster or civil disorder and to insure continued, uninterrupted operation of utilities and installations upon which United States Forces are dependent.
e. Coordinate the provision of additional military assistance to the Military Governor in KOREA, south of the 38° North Parallel, for the alleviation of human suffering and the preservation of civil order.
