Cheju Island civilians join Constabulary in raid on guerrillas; 500 dissidents surrender. President RHEE desires to appoint CHANG Myun as Special Representative to U.S. KOREA Military, Political, Economic, Social Situation, Press Review, Civil Intelligence, Miscellaneous Selected items for the Information of Commanders and Staffs of the Far East Command No. 2305 MILITARY SITUATION 1. Guerrilla Activity: (Refer to Map No. 3) (a) South Cholla Province: Approximately 320 mutinous Constabularymen of the old 4th and 14th Regiments, South Korean Constabulary, are still at large in South Cholla Province, according to police reports (Intell. Summary 2241, 2253). Three mutineers from the former 14th Regiment reportedly were captured 10 Dec. Minor raider activity is continuing and, in four attacks on the police, 15 policemen, four Rightists, and three Communists were killed. Source Comment: Constabulary Headquarters is unable to determine the number of mutineers still at large from the two regiments. However, it is believed that the majority of the raiders in South Cholla Province are civilians who augmented the original mutineers during the Yosu revolt (Intell. Summary 2241). The raider attacks are reminiscent of the provincial campaigns conducted by the Communists in Feb-Mar 48.(a,b) (b) North Kyongsang Province: An unrevealed number of mutineers from the 6th Constabulary Regiment who revolted on 2 Nov near Taegu (Intell. Summary 2252) are still at large, but 13 had been captured as of 10 Dec. Communist activity in the province is continuing, with small groups demonstrating and spreading handbills. An unconfirmed riot reportedly resulted in two deaths. (a,b) (c) Kangwon Province: South Korean police are in contact with 10 groups of guerrillas approximately 15 miles southwest of Chumumjin. Three or four guerrillas are in each group. It is believed that the dissidents came from the Kangdong Political School, seven miles east of Pyongyang, North Korea (Intell. Summary 2272). These guerrillas reportedly have been instructed to rendezvous in seven different areas scattered throughout the province. Recent Constabulary action against raiders in the province resulted in 25 raiders and three Constabularymen killed and 26 raiders captured. Source Comment: The guerrilla rendezvous area has long been utilized by raiders and guerrillas operating in Kangwon Province. These groups of guerrillas may be elements of the 2d Battalion organized at the Kangdong Political School. Interrogation of guerrillas captured in the province indicates that other guerrillas are in a low state of morale and that many of them are abandoning their weapons and returning to their South Korean homes. Incidents are expected to continue due to the difficulty of policing the area properly. (a,b) (d) Cheju Island: Recent joint raids by Constabularymen and civilians on Cheju Island resulted in 105 raiders killed, while other Constabulary operations resulted in 32 raiders killed. Approximately 500 raiders reportedly surrendered to the Constabulary on 16 Dec. A recent attack on a town resulted in 30 homes burned, and 10 Constabularymen, 10 Rightists, one policeman, and two Communists killed. Source Comment: An increasing number of civilians on Cheju Island are assisting the authorities by combing the hills for guerrillas, probably to retaliate for indiscriminate guerrilla activity against their villages. This is the first report of any mass surrender by the raiders.(a,b) POLITICAL REPORT 2. Appointment of Ambassador: (a) CHANG Myun: RHEE Syngman, President of the Korean Republic, has informed U.S. officials that he desires to appoint CHANG Myun as Special Representative, and eventually Ambassador, to the U.S. The President indicated that he selected CHANG in recognition of his outstanding services rendered in Paris. President RHEE reportedly is anxious to have a qualified representative in Washington as soon as possible. (c)
