3. 딘(Dean) 장군의 출두 -- 선거 준비 과정과 선거인 등록의 부정행위에 관한 딘 장군의 증언이 감찰단 보고서와 병행되도록 하기 위하여 딘 장군이 본위원회에 참석해줄 것을 요청받았다. (중략)
마네(Manet)는 제주도에서 경찰의 구타가 존재해왔다고 진술한 제주도에 있는 미군 장교의 증언이 전적으로 비호의적인 것은 아니라고 말했다. 그것은 불리하기보다는 더 유리하게 작용할 것이다. 왜냐하면 그것은 미국인들이 한국의 상황의 진정한 상태를 숨기려고 하지 않는다는 확신을 위원들에게 전반적으로 심어주는 데 상당한 역할을 할 것이기 때문이다. 이러한 미국인들의 태도는 패터슨(Patterson)으로 하여금 미국인들은 UN이 원하고 있는 것과 동일한 유형의 선거 분위기를 조성하기 위해서 노력하고 있다는 진술을 이끌어냈다. (후략)

MEMORANDUM FOR GENERAL HODGE
SUBJECT: Report of Daily UNTCOK Activities for Thursday, 15 April.
3. General Dean Appearance.--General Dean is being invited to appear before the Main Committee in order that his testimony on irregularities of election procedure and registration may accompany the observation group reports.
Manet said that even the testimony of the American Officer of Cheju Do who said there had been police beatings was not entirely unfavorable. /It did probably more good than bad/ because it served to fully convince the Commission of the feeling, /that was more or less unanimous,/that the Americans were trying in no way to conceal the true state of conditions in Korea. /This attitude of the Americans had led Patterson to state that the Americans are trying to achieve the same sort of election atmosphere that the UN wishes.
