“저는 최근 부산항 방문 때 항구에 있는 많은 무역선들의 항해지가 38선 이북이라는 사실을 알았습니다. 또한 38선 남북 지역 사이의 수많은 국제무역이 이러한 배들에 의해서 비밀리에 이루어지고 있다는 사실도 알았습니다. 저는 국제무역에 심각한 문제가 발생하지 않도록 이러한 비합법적 항해를 금지하는 어떤 조치가 내려져야 한다고 생각합니다.”

(1) Police Chief Perturbed
The Chief of Police of CHEJU DO in a letter to the Chief in PUSAN states; "During my recent visit to PUSAN harbor, I discovered many trading ships whose destinations were ports in areas North of the 38th parallel. On investigation of this situation, I learned that extensive international trade is secretly being conducted by these ships, between areas South and North of the 38th Parallel. I fear a very serious international trade problem, unless something is done to prevent illegal sailings of this sort." (PUS/1753).
