Communists Plan for Fighting The SOUTH KOREA LABOR PARTY has announced that "war" will break out in South KOREA during the period between August and October, the date depending on the withdrawal of U.S. Forces. For planning purposes, therefor, the SKLP headquarters are continously investigating the movement of U.S. troops. (CIC S/I, 10 June G-3) b. Village Raided On CHEJU-DO At 120900 June eight raiders entered the village of TORYON NI (958-1151) and kidnapped six persons. (MG Report B-2) c. Constabulary Captures Raiders On CHEJU-DO On 13 June constabulary troops captured 45 natives, three of whom were key men of raider groups. (MG report B-2) d. Post Election Communist Plans The current communist plan, which supposedly became effective 10 May, was revealed in documents found on a provincial party leader who was arrested 06 June. In addition to the usual plans to propagate withdrawal of occupation troops and opposition to South Korean government, new objectives included the following: (1) Make excuses for the electric power shut off and include objections to the Military Government in the excuse (2) Have technicians from blacksmiths and jewelery stores make handgrenades (3) Have employees of trucking companies and garages secure gasoline (4) Form guerilla groups, each group consisting of three men, and collect firearms by attacking police boxes and policemens' homes until 20 June. Korean Coast Guard Activities During the period 031800 June to 091800 June the South Korean Coast Guard investigated 154 vessels in Korean waters. (G-3 O/P #29 - B-2) b. North Korean Refugees During the period 041800 June to 111800 June 2345 Koreans crossed the 38th parallel from North KOREA and entered camps at KAESONG (950-1590), UIJONGBU (1000-1680), CHUMUNJIN (1170-1680) and CHUNCHON (1060-1680).
