1. 제주 근해에 정체불명의 선박 출현
1월 3일 오후 2시 삼양리 해안에서 5마일 가량 떨어진 지점에서 한국해안경비대는 소련표식이 달린 3,000톤 급 선박 2척을 목격했다. 경비대 함정이 추격하였으나 공해상이었으므로 나포할 수 없었다. 다음 날 오후 4시 30분 이 정체불명의 선박이 마지막으로 목격되었을 때 그것은 부산을 향하여 움직이고 있었다. (경비대 보고)
논평 : 한국 방위군은 이 정체불명의 배가 제주도의 폭도들에게 전해 줄 보급품을 실은 북한선박으로 판단하고 있다. 이러한 견해는 전에도 방위군에 의해 표명되었지만 확인되지 않고 있다.
2. 계엄령 지속 요청
1월 4일 제주도 주둔 제2연대장은 제주도에 내려진 계엄령을 지속시켜 줄 것을 무선으로 경비대사령부에 요청했다. 그는 계엄령의 야간통행금지와 이동제한이 지속되지 않는다면 게릴라 토벌이나 북한선박의 물자 공급을 막는 데에 크게 불리할 것이라는 점을 지적했다.
1월 1일 두 차례의 폭도부대의 기습이 제2연대장으로 하여금 이러한 요구를 하게 했을지도 모른다. 100명 정도로 추정되는 한 폭도부대가 오라리에 주둔하고 있는 그의 연대의 한 중대를 공격했다. 폭도 20명이 사살되었으나 경비대 측에서도 대원 27명이 부상을 당했다. 같은 날 인근 지역인 도두리에도 폭도들의 기습이 있었다. 그 결과 주민 10명이 피살되었고, 수 명이 부상을 당했으며, 주택 26채가 소실되고 많은 식량과 의복이 약탈되었다. (경비대 보고)

a. Unidentified Ships Sighted off CHEJU-DO
Two ships of the 3,000-ton class with Soviet markings were observed approximately 5 miles off SAMYANG-RI (950-1150) CHEJU-DO by the Korean Coast Guard at 031400 January. Coast Guard vessels gave chase, but, hi[illegible] seas prevented interception. When last seen at 041630 the unidentified ships were moving toward PUSAN. (Constabulary Report)
COMMENT: Korean security forces hold the opinion that the ships sighted were vessels with supplies from North KOREA intended for raider forces on CHEJU-DO. This opinion has been voiced previously by the same sources, but is unconfirmed.

b. Civil Unrest
(3) Seeks Continuation of Martial Law .
The commanding officer of the 2nd Regiment stationed on CHEJU-DO, radioed Constabulary Headquarters on 4 January requesting the continuance of martial law on the island. He pointed out that his operations would be handicapped both in dealing with guerrillas and in thwarting suspected supply operations of North Korean vessels should the curfews and movement restrictions of martial law be discontinued.
Two attacks by raider forces on 1 January may have prompted the request. One force, estimated to number 100, attacked a company of his regiment stationed at GRA Ri (950-1140). Twenty of the raiders wore killed, but 27 men in the Constabulary company suffered wounds. On the same day the small village of DOFU Ri in the same area was raided. Ten . of the inhabitants ..re killed; several were wounded; 26 homes were burned and a large amount of food and clothing was plundered. (Constabulary Report)
