“제주도에 거주하는 장씨 성을 가진 사람이 다음과 같은 보고를 했다. 부산 연안을 순시하는 해안경비대의 몇몇 부정직한 대원들은 상품을 싣고 일본에서 한국으로 돌아오는 모리배들의 밀수선을 탐지하면 자주 물건을 매점하기도 하고, 그들과 같이 밀수를 하기도 한다. 그들은 또한 쉽사리 매수되며, 보통 상당량의 뇌물을 받았을 경우, 그들은 밀수에 암묵적으로 동조하고 눈감아 버린다.”

(2) A routine police report (SEO/2933) from the chief of the CHEJU Police Division to the chief of the First Administrative Police Division, is quoted in part:
"This is a report on illegal acts of some men of the Coast Defense Garrison. (Note: Korean Coast Guard).
"According to a report made by a man named CHANG who lives in CHEJU DO1, some dishonest members of the Coast Defense Garrison who are on patrol off PUSAN often buy up goods and bootleg them the same as though they were profiteers when they detect smuggling ships that are on the way back to KOREA from JAPAN . with merchandise. They are also easily bribed. They usually give tacit consent and overlook smugglers when they have been bribed with a large amount of money."
