좌익으로서 임명직 의원인 강순은 제주읍의 총파업에 대한 보고서 낭독의 허락을 요청했다. 강은 도민들의 요구사항을 다음과 같이 진술했다.
(1) 민간인을 살해한 경찰을 교수형에 처할 것.
(2) 경찰을 무장해제시킬 것.
(3) 경찰서장의 사임.
(4) 경찰의 야만적인 행위를 중단시킬 것.
(5) 모든 친일경찰을 제거할 것.
(6) 폭동에서 살해당했거나 부상을 입은 자들의 가족들에게 보상할 것

KANG, Soon, a Lef- Wing appointed member, then asked for permission to read a report on the strike at CHEJU City (see par 4a, F/R #480). KANG stated that the report demanded the following:
(a) Hang the police who killed the citizens.
(b) Disarm the police.
(c) Resignation of the Chief of Police.
(d) That the police stop using barbaric methods.
(e) Elimination of all pro-Japanese police.
(f) Compensation for the families of those killed or wounded in the riot.
